UNSCR 1540 (2004) AND ASSISTANCE • The Security Council recognizes that some States may require assistance in implementing UNSCR 1540 (2004), and invites those in a position to do so to offer assistance; Assistance • The implementation of 1540 is a continuous and cooperative process: All States have something to learn from others, all States have something to offer to others; • The 1540 Committee itself does not provide assistance but it has a clearinghouse and match making role to facilitate assistance by others for implementation of the Resolution .
ASPECTS OF THE CLEARINGHOUSE FUNCTION • Support in identifying implementation challenges and assistance needs Support for needs assessment • Providing a forum for the development of assistance partnerships Assistance Forum for Single Window partnerships • Single Window for assistance requests 1540 Committee • “Matchmaking” by the Committee and the Group of Experts Dialogue Matchmaking • Dialogue with relevant International, Regional and Subregional Organisations
HOW TO REQUEST OR OFFER ASSISTANCE? • Assistance requests should be formally submitted by States to the 1540 Committee, e.g. by using the Assistance Template on Assistance; • States and International, Regional and Subregional organisations are urged to inform the Committee about areas in which they are able to provide assistance; they should also provide point of contact information.
OVERVIEW OF REQUESTS • Currently, the 1540 Committee has posted on its website assistance requests from 39 States and 2 from Regional / Subregional Organisations Assistance • Sources of requests: National reports, Note Verbales, Use of Assistance Template • Range: Legislative assistance, detection or protection equipment, export controls, support for Customs officials / strenghthening of border controls etc.
OVERVIEW OF OFFERS • The website also contains information on 46 States which have offered assistance • Information on assistance programmes and offers from 13 Assistance International, Regional and Subregional Arrangements and Other Arrangements • Some States have both requested and offered assistance • Range: Cooperation Programmes, specific measures, case-by-case basis etc.
REQUESTS AND OFFERS FROM THE REGION Requests : • Albania (2004): In the area of export / border controls • Montenegro (2008): Exchange of legislative and administrative experiences Assistance • Serbia (2010): Technical assistance in the form of a gas chromatograph incl. training Offers : • Slovenia: Prepared to provide assistance in response to specific requests • Croatia: Regional cooperation * Source: National reports, Notes Verbales
