Why? Why? Why a Matrix? • When the committee& experts began to examine the national reports: The 1540 Committee should report to the Security Council for its examination on the implementation of the resolution before 27 April 2006. About 100 states already had submitted information before 2005. National reports differ. • How to sift through a considerable amount of information? → accurate, systematic, fair, and comprehensive • The committee reviewed an initial matrix template in the spring of 2005. 3

Where & Who? Where & Who? Where did the information come from? • Originated from national reports, • Complemented by official government information, including that made available to intergovernmental organizations. Who prepare them? • Experts prepared sample matrix and all national matrices. • The 1540 Committee reviews and approves each matrix. • Regularly matrices are updated and approved by the Committee. 6
Where & Who? Where & Who? Something to know: • A matrix for each UN Member State has been prepared. • With the approval of the Committee, matrices for all non-reporting States have been prepared by the experts and forwarded to them for their review in an effort to facilitate the submission of their first reports. • It is a State’s decision to post/not to post its matrix. 7
Function Function What’s the function of the Matrices? • to organize information and to examine the status of implementation • to assist in identifying gaps existing at national level and to facilitate technical assistance • to facilitate informed dialogue between the Committee and States • to assist states preparing reports, conducting inter-agency dialogues and identifying steps they have taken and/or should take • to help states developing plans for implementation • to foster cooperation among states and between states and IOs • Not a tool for measuring compliance • Not reflect or prejudice any ongoing discussions outside of the Committee, in the SC or any of its organs, of a state’s compliance 8
Challenges Challenges 1. Complexity: many fields, breadth of topics, multiple obligations, states’ little or lack of expertise to respond 2. Time: “does or does not have a measure in place”, however, serves less well in marking when to enhance 3. Implementation: more evidence needed than legislative measures 4. Standards: what constitute “appropriate effective” practices? 5. Non-state Authorities Background papers prepared by 1540 Committee experts according to the document on modalities for the consideration of a comprehensive review (S/2009/170), entitled “ Assess the existing templates, particularly the 1540 Committee matrix, in light of the information gathered for the 2006 and 2008 reports ”. 9
