ORIGIN OF VOLUNTARY NATIONAL IMPLEMENTATION ACTION PLANS (NAP) In reporting and dialogue context • States encouraged to submit details of intergovernmental processes, national practices or implementation plans Resolution 1673 (2006) encouraged • States to provide additional “8.
