Workforce Training Initiative Statewide initiative to: Increase access to job training programs in underserved areas and by persons of low and moderate income Job Training Programs: Practical skill development (vs traditional education and soft skills) specific to a job or opportunity Targets growth occupations, teaching specific skills/tasks May provide a competency certification (vs teaching general concepts)
Workforce Training Initiative Does not replace education or federal public workforce funding The goal is to increase access to job training programs for disadvantaged persons or in underserved areas where job demand is high One-time funds, not designed to be ongoing operating funding
Eligible Applicants CDBG applicants must be local governments; a local government may apply on behalf of a Missouri non- profit, public high school, community college, public technical college, or public university NAP applicants must be Missouri non-profits YOP applicants may be Missouri non-profits, public high school, community college, public technical college, or public university Serve at-risk youth ages 21 and under Projects may not include activities that are part of normal school curriculum
Workforce Training Initiative Grant funding and/or tax credits to assist with: Property acquisition Capital improvements (new or rehab) Equipment Program supplies and training materials Support service expenses (transportation) May seek capital campaign funds, program funds, or a combination.
Workforce Training Initiative Community Development Block Grant (CDBG) $3,000,000 available Maximum award/project $500,000 Neighborhood Assistance Program (NAP) and Youth Opportunities Program (YOP) $3,000,000 in NAP tax credits and $500,000 in YOP tax credits available Maximum award - $250,000 in 50% credits (raises $500,000 in donations) Maximum DED Funding - $1,000,000 per project
Request for Proposals (General Info and Organizational Capacity) General Applicant Information Contact information for applicant, board of directors, executive staff, and contacts for local government(s) supporting the project Organizational Capacity of the Applicant Mission and history of the applicant organization and the services the applicant currently provides
Request for Proposals (Organizational Capacity and Project Information) Description of training facility and program staffing (contracted out, direct staffing, etc.) Organizational Chart depicting current staff and duties Educational requirements for the job training program Project Information Business plan summary, project description, financial analysis, and implementation plan
Request for Proposals (Project Information) Description of the service area and job training opportunities currently available Description of the proposed training Documentation of the need for the training project (analysis of job demand in the area, industry clusters, skills needed) Description of who will be targeted for workforce training activities
Request for Proposals (Project Information and Capital Improvements) Targeted Clientele Examples (but not limited to): Specials needs People who did not graduate from high school Unemployed Low to moderate income individuals Capital Improvements: Description and timeline of construction activities for new, expanded or rehabbed facility.
Request for Proposals (Capital Improvements) Site Control Statement (ownership, option on the property or lease agreement) Preliminary architectural drawings, description of facility, and cost estimates Amount of funding requested for the capital improvements Uses identified for the state funding requested
Request for Proposals (Program Funds and Project Financing) Programming Funds A description of expenses and amount of funding requested for equipment purchases, program supplies, training materials and/or supportive services Timeline of the proposed activities Project Financing Detailed budget with amounts, sources and whether the source is committed or not Pro Forma, if applicable, and copy of the most recent audited financial statements
Request for Proposals (Future Operating Budget and Outcomes) Future Operating Budget 5-year operating budget, including overhead Anticipated annual revenue sources and amounts Outcomes One or more outcomes that reflect the annual number of participants to successfully complete training and/or obtain quality employment Evaluation tools and processes to measure and track progress
Request for Proposals (Partners) Partners Names and descriptions of partnering b usinesses, local agencies, schools Must include a partnership with a local public educational entity (public high school, community college, technical college, or public university) Preference given to projects that demonstrate partnerships with one or more business, industry or trade group.

CDBG Eligibility Only “non-entitlement” Units of General Local Government (UGLG) are eligible for state CDBG Eligible applicants: cities less than 50,000 in population, counties less than 200,000 List of entitlement communities in the RFP document Sub-applicants: Missouri non-profit organizations, public high schools, community colleges, technical college, or public university
CDBG National Objective Eligible projects must benefit: Low and moderate income individuals (household incomes below 80% of county median income) 51% of students meet the LMI requirement (individual income surveys) 51% LMI area wide benefit by census or survey. Target area benefit by survey (target area must be defined & defensible in terms of use of facility). Limited Clientele: Facilities address a specific group of beneficiaries
Census Census: only HUD census data may be used (2010) Get census data from CDBG staff, can also be found on our website Block groups or census tract data may be used if project beneficiaries match group or tract exactly (up to applicant to prove), make sure to discuss with staff
Survey Survey: Used with a target area projects benefiting a part of jurisdiction (or parts of multi- jurisdictions) or used for area- wide projects for which the census LMI is less than 51%
Limited Clientele Restricted to groups listed in regulation Project must serve limited clientele groups EXCLUSIVELY Allowable if project is restricted to LMI persons (100% benefit to LMI persons) Facility has income requirements equal to or lower than LMI Allowable if income survey of clientele shows at least 51% of clientele are LMI Always discuss with CDBG staff
Limited Clientele Used when projects serve particular recognized groups of persons presumed to be LMI: Abused children Illiterate adults Battered spouses Persons living with AIDS Homeless persons Migrant farm workers Severely disabled Elderly persons (over 62)
CDBG Compliance Contact Regional Planning Commission; Council of Government or Private Grant Administrator Attend an Administrative Training workshop July 30-31, 2019 Environmental Review is applicable to entire project, no land purchase or construction activity regardless of funding source Davis Bacon is applicable to project
Contribution Tax Credit Programs Neighborhood Assistance Program (NAP) Youth Opportunities Program (YOP) Incentives: For donors to redirect their tax dollars into the community and increase levels of giving Expand donor base
How Credits Work A donor makes an eligible contribution to an approved NAP or YOP project The State issues a tax credit to the donor equaling 50% of the donation Tax credit used against state taxes owed The NAP/YOP project uses the full donation to implement the proposed project
NAP and YOP Projects Capital projects: Acquisition, renovation, and/or new construction Service Delivery projects: Implementation of programming Combined: Capital and Service Delivery NOTE: Approved projects must be completed (fundraising and construction or services) within the approved 1, 2, 3 year project period.
Neighborhood Assistance Program (NAP) Improves endangered communities and quality of life for Missouri residents through public private partnerships Eligible Applicants: Nonprofits – Registered to do business in MO, incorporated under Chapter 355, RSMo and/or holding 501(c)(3) status
