Commercial requirements Evaluation Method Step 1 - Basic Compliance • Meet the eligibility criteria for a tenderer • Submit one (1) complete hard copy of the original tender to Eskom • Submit a complete original tender with commercial, financial and technical information • Submission of the mandatory commercial tender returnables as per stipulated deadlines. • Central Supplier Database (CSD) number (MAA………) Step 2 - Prequalification- Tenderers shall have BBBEE Contributor Level of level 1;2;3 or 4. A valid BBBEE certificate issued by SANAS accredited verification agencies or a signed and dated sworn affidavit for EME and QSE level 1 or 2 should be submitted with the tender. Step 3 - Mandatory tender returnable Ensure that mandatory requirements for evaluations are met Tenderers that do not meet the mandatory requirements for evaluation will be eliminated. The tenderer must return the mandatory documents as per tender returnable document. 9

Commercial requirements Step 4 - Functionality • The tenderers will be evaluated over 2 phases: • Level 1 evaluation and Level 2 evaluation • Level 1 evaluation involves the short listing based on gatekeeper requirements. • Level 2 evaluation involves the following evaluations with the relevant weightings: • Evaluation Weighting • Product A&B Schedules 50% • Support, Facilities & Services 20% • Risk Assessment 30% • Tenderers shall need to attain an overall score of 80% in order to be regarded as technically acceptable. 10

Tender details continues The tenderer shall submit an original tender, plus one (1) hard copy (identical to the original) and (two) soft copies (USB flash drive) labelled in the same format as the hard copy of the original tender. Files should be labeled as follows: • Commercial • Supplier Development & Localization • Finance • Technical • Quality • SHE The pricing schedules and technical schedules A & B shall be included in the electronic submission in PDF format and original Microsoft excel format. NB : Tenderers shall ensure that all data is successfully saved to a USB flash drive. Eskom cannot accept missing information/data from Tenderers following tender closure. Where a Tenderer does not submit 1 complete hard copy of the original tender at tender submission deadline, the tenderer will be disqualified. 12
