  3.  Opening, welcome and introduction  Signing of attendance register

  4. Assess the functional specification as documented in the Request  for Tender (RFT) documents against business requirements, to determine its accuracy, completeness, unambiguity and alignment thereof. . Assess the detailed functional design as documented in the  Detailed Functional Design (blueprint) document against the RFT documents, to determine alignment between the two, as well as alignment with business requirements. Conduct a comprehensive technical review of the Oracle EBS  system as currently implemented and configured, and assess its level of compliance with / responsiveness to the functional specification.

  5. Comprehensively review the configuration of the General Ledger  and advice TCTA on whether or not it is aligned to best practice for project accounting environments, and more importantly advice on what is the most appropriate manner to structure it for TCTA. Review the implementation methodology followed during the  Oracle’s implementation phase, against implementation methodology, to determine any gaps. Provide advice with respect to TCTA’s readiness for an ERP  system – simply put, advice whether or not an ERP system is the most suitable solution for the TCTA business environment as opposed to the best-of-breed approach.

  6. Advice TCTA on the way forward – presenting various  options, determining timelines and estimated costs for each option, and recommending one of the presented options. The 18 weeks timeline is indicative and will be  confirmed with the successful tenderer .

  7. Interim report and presentation – highlighting gaps between  business requirements and RFT; giving an opinion on the clarity of the functional specification. Interim report and presentation – highlighting gaps between RFT  and Detailed Functional Design. Interim report and presentation – highlighting gaps between RFT  and system; listing all system errors/bugs and possible resolutions. Interim report and presentation – report with available options. 

  9.  Tenderers, third party contractors or resources that participated in the implementation of the Oracle EBS system at TCTA are excluded from participating in this tender/project.

  10.  Tenderers must submit their proof of registration on the National Treasury’s Central Supplier Database  Tenderers must submit their Tax Compliance Pin issued by the SARS.

  11. (a) Failure to meet a minimum of two (2) successful projects in providing Advisory Services or Implementation of Oracle EBS. (b) Failure to demonstrate a minimum of three (3) Oracle projects implemented for at least one of the proposed resources. (c) Failure to demonstrate a minimum of two (2) previous ERP projects managed by the project manager. (d) Failure to demonstrate a minimum two (2) engagements on the development of ERP specification and detailed design documents by the proposed resource. (e) Failure to meet a minimum of 15 points out of 30 points on transformation evaluation; (f) Failure to meet a minimum of 25 points out of 50 points on technical evaluation; (g) Failure, by a representative of the tendering entity to attend the compulsory briefing session;

  12. (h) Failure to submit the tender before the closing date and time; and (i) Tenders submitted via emails and faxes.

  13.  Tenderers must submit the full list of documents and information required by TCTA for the purpose of evaluation of the tender offer.  The documentation and information required must be numbered in accordance with the numbering set out in this RFT.  Envelope A must contain all requested information for technical and transformation.  Envelope B must contain all requested information for financial proposal.

  14. Stage 1-Transformation and Technical  Determination of Transformation and Technical score on the basis of submitted tender and disqualification of tenderer not achieving the stated minimum scores. Stage 2-Price and Preference Procurement  Points will be allocated on the basis of the 80:20 scoring methodology in accordance with preferential procurement regulations to determine the final score.

  17.  Only written communication addressed to Receiving Officer at tenders04@tcta.co.za will be considered.  TCTA will assume that every individual communicating with it on behalf of a tenderer or a potential tenderer is duly authorized unless otherwise indicated.  Please use tender number on all correspondence.  Written questions emailed to tenders04@tcta.co.za will be responded to within 48 hours.  Questions will be answered only up to 3 days before the tender closing date  Any addendum to the RFT necessary will be issued until 3 days before the tender closing date.
