Naval Base Coronado Environmental Analysis • National Environmental Policy Act (NEPA) - Requires consideration of human environment, seeks less environmentally damaging ways & documentation of decisions - Three Tiers • Categorical Exclusion (CATEX) – NBC ENV ~ 1-3 month lead • Environmental Assessment (EA) – Contracted Effort ~ 9-18 month lead; Finding of No Significant Impact (FONSI) or continue with EIS • Environmental Impact Statement (EIS) – Contracted Effort ~18+ month lead; Record of Decision (ROD) • Ensure compliance with environmental laws - National Historic Preservation Act - Endangered Species Act - Coastal Zone Management Act - Clean Water Act, and more … Governed by the Council on Environmental Quality 4 4
Project Induction Analysis • When NEPA is not necessary - Proposed activities carry little risk of significant environmental effects such that there is no need for, or benefit from, preparing and signing a Record of CATEX • Start with list of CATEX-able projects - Chief of Naval Operations Instruction 5090.1D - 45 recommended instances of uses for a CATEX - New construction, modification to facilities, etc… • Higher level of NEPA required: - If there are significant effects on the human environment individually or cumulatively - If proposed action meets any of the “ Kickout ” Criteria - If lengthy documentation necessary to demonstrate no effects Kickout Criteria are reviewed and analyzed by OPNAV and listed in OPNAV 5090.1M 5 5
