RE-OCCURRING MYTHS • MYTH: In 2012 the Navy moved the flight path much further inland) • FACT: Flight paths have remained constant for decades • FACT: The center-line Precision Approach Radar (PAR) procedures to Runway 29 pre-dates 1974; when the 8 degree off-set was established for noise abatement • FACT: In 2012 the Navy revised Accident Potential Zones associated with pre- existing procedures SEPTEMBER 2016 MARCH 1963 9 9
RE-OCCURRING MYTHS • MYTH: If the Navy would only go back to the 1984 Air Installation Compatibility Zone (AICUZ) the problems would be resolved • FACT: The same basic procedures are in use today that were used in 1984; however, 1984 Clear Zones (CZ) and Accident Potential Zones (APZ) were established using the Precision Approach Radar (PAR 8) degree offset and 2012 CZ and APZs were established using the hotel visual approach • FACT : Reverting back to the exact 1984 APZs is not feasible based on Navy policy; however, reverting back to the PAR 8 degree offset as the primary fixed wing arrival procedure would encumber more land in Coronado and result in more fixed wing aircraft flying in proximity to the Coronado Shores and Hotel Del Coronado • MYTH : The Navy regularly and routinely uses the PAR centerline procedure instead of the PAR eight degree offset procedure • FACT : The Navy only uses the PAR centerline procedures when the cloud layer is below 600 feet or visibility is less than 2 mile Today’s APZ accurately informs the local community of the accident potential area(s) 10 10
