Vendor Self Registry Database @ www.rmwb.ca “Doing Business” We have launched in Aug. 2015, a key registry tool: • Vendors will self-register into our database • The database will be used for below threshold procurements • The database will not create a preferred vendor list • The database will not imply an offer of work from the RMWB • The database will collect information to broaden the vendor base in our quoting requests www.rmwb.ca 3

Social Procurement Framework Recommend adding community benefit clauses to bid documents for large infrastructure projects, for example: • 10-15% subcontracting to local vendors. • Opportunities for apprenticeships, disadvantaged youth or homeless. • M.E.A.T. Criteria ( M ost E conomical A dvantageous T ender). www.rmwb.ca 8
Social Procurement Framework SCM would engage more departments to explore the greater benefits of social procurement, such as: • Community Strategies • Parks • Sustainable Operations Work together collaboratively to increase the social value within the Municipality. www.rmwb.ca 9

MacKenzie Stormwater Management – Design This project is required to reduce flooding on private property at the back of the lots along MacAlpine Crescent, east of Highway 63. Furthermore, localized problems of flooding may be compounded by encroachment onto the drainage easement, which may be alleviated through the construction of fencing to better establish and delineate the property lines. Urban Infrastructure Rehabilitation 2014-2016 C#21 – Storm Drainage in Waterways This project is addresses the critical need for the replacement and upgrading of existing roads, sanitary sewer mains, watermains, storm sewer, curbs, sidewalks, and landscaping. Regional Landfill Cell 5 – Predesign & Design Due to the increased regional waste stream generation and continuity of service planning, additional landfill space is required to meet the regions needs for the next five years. The new cell will provide waste disposal capacity, while the pilot phase of the zero waste project progresses and transitions to full scale operations. The new cell is intentioned to be the final one constructed for the region and can be operated as a sustainable landfill if additional landfills space is required. Snow Disposal Site – Predesign This project scope includes assessment of land requirements, identification of land location(s), review of existing reports and documentation, business stakeholder requirements definition, ESA and geotechnical assessments, short term contingency planning, determination of alternatives, technology review, and cost-benefit analysis of alternatives. Land acquisition will be budgeted in the design budget once the locations required have been determined. www.rmwb.ca 11
Urban Infrastructure Rehabilitation 2016-2018 - Design This proposed three years urban infrastructure rehabilitation program involves the rehabilitation and surface restoration of roadways, underground infrastructure (water, drainage, and sanitary sewers) and sidewalks in the Fort McMurray Urban Services Area. The program identifies and prioritize surface and underground infrastructure with high risk of failure and in need of rehabilitation. The rehabilitation including replacement & upgrades is required to the areas reaching the end of its service life. The project scope will be broken in to two phases predesign and design. Predesign will identify and prioritize the infrastructure based on age and condition. The predesign will provide sufficient input to the detailed design. Detail design will be based on conclusions and recommendations from Pre-design. Confederation Way Sanitary Sewer Phase 2 - Construction This project will alleviate the sewage surcharging experienced in the Timberlea area assisted in developing to alleviate the problems experienced in this area. Previous experience with the other phases have innovative solutions, especially for the syphon before connecting to the wastewater facility in Fort McMurray. Parsons Creek Water Supply from WTP to Parsons Creek Reservoir (FMCDP): C4: Commissioning of Phase 1-3 Commissioning of the Water Main trunks connecting WTP to North Parsons- Contract 4 www.rmwb.ca 12

Confederation Way Sanitary Sewer Bypass - Contract 3: Upstream 2016 Phase 1 includes a sewer line in the area of Bussieres, Barber and Brett Drives connecting to the sewer main on Confederation Dr. The sewer line will have a length of 3.31 km from which 1.34 km are on road disturbance (Bussieres, Barber, and Brett Drives) while 1.97 km are off road disturbance (over environmental reserve area, behind Linstrom Crescent). Doug Barnes Cabin Expansion – Construction The Ptarmigan Nordic Ski Club (PNSC) is the official cross-country ski club in Fort McMurray. It operates out of the Doug Barnes Cabin in Thickwood, and skis in the Birchwood Trails, a 35 km trail system in the heart of Fort McMurray. Ski Club volunteers provide children and adult ski instruction, coach the racing team, and coordinate races and other ski activities. Beacon Hill Outfall and Pipeline Upgrades - Contract 2: Water piping Upgrade Replacement/upgrades to the pipelines (storm, sanitary, water) and outfall that connect the Beacon Hill community with the Lower Townsite. The scope of this project is to upgrade the existing water supply from Beacon Hill Reservoir to King Street Booster Station. In addition, upgrade the sanitary sewer and the storm sewer & outfall that connect the north end of the community with the Lower Townsite. This upgrade of the Beacon Hill water line is essential as it is the only water supply to the Beacon Hill/Mackenzie system and the rest of the south service area. www.rmwb.ca 14
Janvier Steel Building - Ice Rink Replacement The Quonset tent that protects the community ice rink in Janvier has been vandalized many times and is now a safety risk for the Municipality. It has been confirmed that the tent has been dismantled and removed. In order to continue to provide a rink, a pre-engineered steel building has been recommended, which would provide a rigid structure to reduce vandalism. No square footage would be lost. The objective may be to relocate the rink to a less isolated location to further discourage vandalism. The facility would then require a new foundation and asphalt pad along with the steel structure. Mills Avenue Stormwater Management – Construction The Heritage Park site has experienced flooding due to its low land elevation and an inadequate storm drainage infrastructure in surrounding areas. Runoff from adjacent properties, Composite High School and King Street and the surrounding subdivision drainage are causing surcharging in storm mains. There is a need to undertake pre- design/design work in order to define the required Stormwater structures, including existing undersized outfalls. King Street Bridge Rehabilitation This project is to replace the King Street bridge as it no longer has the load carrying capacity for fully loaded emergency response pumper trucks. www.rmwb.ca 15
