Flood Mitigation Council Resolution - December 13, 2016 • Proceed with the pre-design, design and construction of the demountable wall to the current estimated 1:100 year elevation (250 meters) • Construction of the demountable wall that allows flexibility to increase by 1 meter the flood protection level based on anticipated changes to the Provincial regulation; allow foundation design for 251 meter elevation Here for You

How are we doing ? • After the June 2013 flood, remediation to an average of 248.5 meters elevation along Hangingstone River, adjacent to Ptarmigan court Construction of Saline Creek Parkway to 248.5 meters • paralleling Clearwater River • Demountable wall investigated as one option to increase elevation from 248.5 to 250 meters Here for You

Next Steps • Develop engineering specifications for engagement of qualified demountable wall system designer Conduct geotechnical investigation to quantify sub-soil • capacity for withstanding ice jam flooding • Bring information, as it becomes available, to community consultations Here for You

Conditions of Development Approval • Residents in the Waterways Flood Hazard Area will be required to sign certain legal documents as a condition of development approval to rebuild: a Waiver, Development Agreement and a Restrictive Covenant • The Development Agreement and the Restrictive Covenant will be registered on the affected land titles by the RMWB Here for You

Conditions of Development Approval • Following the WBRC’s recommendation and Council decision from its December 13 th meeting, Administration intends to discharge the development agreement and the restrictive covenant from the affected land titles once the flood mitigation strategy is fully implemented Here for You

Overhead and Underground Utilities Electrical power service is provided by ATCO Electric in Fort McMurray • under a Franchise Agreement with the Regional Municipality of Wood Buffalo • Overhead was selected as the path forward for Waterways based on the following considerations – Possibility of rebuild delays as a result of switching to underground – Time it would require to facilitate the underground design and obtain utility right of ways, where required – Overall cost implications Here for You

  14. Overhead and Underground Utilities • Overhead to be complete in December 2016; underground could take 14-16 months • Waterways residents will be invited to future public engagements that will look at revitalization of the community, including underground servicing Here for You

Slope Stability Objective: Detailed assessment of the Clearwater River Valley slopes within the • Waterways Community to identify any potential stability issues Outcome: • Recommendation on mitigation measures • Recommendations on setback distance from the slope for potential reconstruction projects Current Status: • Assessment currently in progress and report to be submitted by end of January 2017 Here for You

Slope Stability Section 62.1 of Land Use Bylaw • A minimum building setback of 30.0 m is required from the top or bottom of an escarpment slope or any other steep slope where the grade exceeds 30 % unless the Development Authority is satisfied by a submission of a geotechnical engineering study prepared (signed and stamped) by a professional engineer that a lesser setback is warranted Here for You

Planning/ARP/LUB • Waterways is included in the City Centre Area Redevelopment Plan in section 5.5.8 • Policy provides direction to allow for a mix of low-rise forms of housing, while also encouraging mixed-use commercial corridors along Bulyea Avenue and Railway Avenue • Planning, through consultation, will work towards implementing updated zoning as part of the larger Land Use Bylaw Amendment process Here for You

Planning - Grading • The Municipality is currently in the process of re-surveying Abasand, Beacon Hill and Waterways • On-site investigations for Waterways are complete and the information is currently being compiled and drafted into a plan • The Municipality is working with the Province to re-establish survey monuments that were destroyed or are missing Here for You

Planning – Monument Pins • Through the clean up process many of the monument pins (survey pins) were lost • The Municipality is currently in the process of working with the Province (Minister of Environment and Parks & the Director of Surveys) to re-establish the survey monuments Here for You

  21. Planning – Waterways Update • To date, Planning has received 15 development permits in Waterways • 9 permits issued Here for You

  22. Buyout • Mayor and Council’s approval of a long-term flood mitigation strategy on December 13, 2016 implies there will be no buyout of any or all properties within the flood hazard area as a flood mitigation strategy • The WBRC/RTF will not be entertaining buyouts from residents within the flood hazard area as part of our ongoing engagement, planning, and rebuild efforts for recovery Here for You

  23. Rebuild Plan • 226 properties destroyed by fire in Waterways • Coordination of rebuilding this number of homes is a challenge • Construction Management Team to coordinate rebuilding efforts; with a specific coordinator for the Waterways, Anzac and Saprae Creek areas Here for You

Update on Fees • Fees waived for all development and building permits specific to the properties destroyed or damaged by the wildfire • Concrete rebate cheques for $540 will be issued to each homeowner Excess fees for firebreak homes will be issued • Geotechnical underway • Monument Pins (Survey pins) underway • • Grading plan underway Here for You
