Legislative Update – House Bill 3 Filed March 5th by Public Education Committee Chairman Dan Huberty Last week, Chairman Dan Huberty filed House Bill 3. That day Speaker Bonnen conducted a press conference to announce the bill, and Chairman Huberty and dozens of bill supporters and sponsors from the House chamber accompanied him. However, the Senate’s budget offers up $3.7 billion for teacher pay raises, enough for Texas school districts to pay every full-time teacher an additional $5,000 per year. It also includes $2.3 billion to pay for property tax relief. The House and Senate chambers are taking extremely different approaches.
Legislative Update – House Bill 3 House Public Education CommitteeHearing on House Bill 3 The House Public Education Committee met Tuesday, March 12, 2019, to take up HB 3. Chairman Huberty began the hearing by going over the intended HB 3 timeline. He stated they knew there are issues with the bill and expected to make changes based on testimony from the hearing. His goal for HB 3 is for it to be on the House floor by early April. Legislative Budget Board - Fiscal Note Estimated Two-year Net Impact to General Revenue Related Funds for HB3, As Introduced: an impact of ($9,287,152,898) through the biennium ending August 31, 2021.
Legislative Update – House Bill 3 TASBO Pipeline 19-20 Impact of HB 3 as Introduced with Modifications Moak, Casey and Associates has spent the last few days going through the 186 ‐page bill. The bill is long and creates many changes to the education code. There are a number of places where it is unclear what the author intends or how certain new funding elements would be calculated. The model and most importantly the Model Assumptions for House Bill 3 are attached.
Legislative Update – House Bill 3 TASBO Pipeline 19-20 Impact of HB 3 as Introduced with Modifications Tier 1 has the following structure, with changes as noted: • Regular Program - $6,030 basic allotment and CEI repealed. • Small and Mid-Sized District • Special Education • Dyslexia Allotment – New allotment, weight of 0.10 multiplied by number of students served • Compensatory Education Allotment – spectrum of weights from 0.225 to 0.275. • Bilingual Education Allotment – creates a new weight of 0.15 for limited English proficient students in programs using dual language immersion
Legislative Update – House Bill 3 TASBO Pipeline 19-20 Impact of HB 3 as Introduced with Modifications Tier 1 has the following structure, with changes as noted: • Career and Technology Allotment – extends weighting to grades 6-8 • Early Reading Allotment – weight of 0.1 for each educationally disadvantaged student in ADA in grades K-3, and weight of 0.1 for each student in a bilingual program; students can get both weights • High School Allotment – repealed. • Gifted and Talented Allotment – repealed
Legislative Update – House Bill 3 TASBO Pipeline 19-20 Impact of HB 3 as Introduced with Modifications Tier 1 has the following structure, with changes as noted: • Transportation Allotment – bill directs that regular transportation be funded with a single mileage reimbursement rate instead of the multiple weights for linear density groupings; reimbursement rate to be set in the appropriations bill. • New Instructional Facilities Allotment – raises cap to $100 million
Legislative Update – House Bill 3 TASBO Pipeline 19-20 Impact of HB 3 as Introduced with Modifications Tier 1 has the following structure, with changes as noted: (These features were not modelled by Moak Casey) • Educator Salary Transition Allotment • Educator Effectiveness Allotment – new allocation of $3,000 to $32,000 for teachers based on three classifications (recognized, exemplary, master) and the state compensatory education characteristics of the campus • College Preparation Assessment Reimbursement – a new allocation to reimburse the cost of an assessment under §39.0261(a)(3) • Certification Examination Reimbursement – reimburse exam fees under §29.190(a) Educator Effectiveness Fee Reimbursement – reimburse any fee under Subchapter P, Chapter 21, or membership fees paid to National Board of Professional Standards
