FR SMO – RECENT BACKGOUND • Consent Decree – J anuar y 28, 2017 • Authorized shortening of the runway to 3,500’ • Closure of SMO December 31, 2028 • Runway Shortening • Council selected a center‐aligned, shortened runway • Runway was completed December 22, 2017 • Project, including close‐out, was completed January 22, 2018 5
FR PROJECT BACKGOUND • M i l e sto n e s • May 24, 2017, Council selected center‐aligned shortened runway and directed staff to investigate options for removal of the excess airfield pavement • September 26, 2017, Council selected the hydroseed option for the areas of pavement removal • January 23, 2018 – award of design contract to AECOM • September 2018 – design completed 6

FR FEEDBACK FROM 9/18/18 ‐ SUMMARY • Concerns regarding w ildlife • Hydroseed mix of perennial grasses was selected to minimize attractiveness to wildlife and has been used at other airports with no reported issues • Potential soil contaminat ion • Manufacturing operations did not occur in the work areas (old runway); additionally, excavation is limited to just the pavement structural section and soil disturbance will be minimal • Other stated comments were primarily related to issues a lready heard by Council during the runway s hortening project 12
FR FEEDBACK FROM 9/18/18 – RSA • Concerns regarding the s cope of work within the RSA & depth of rem ova l • S u m m a r y • At the 9/26/17 Council meeting, Council directed staff to replace excess airfield pavement with hydroseed, pulverize and stabilize the RSA pavement and return with next steps consistent with safety and the Consent Decree. Since the 9/26/17 meeting • The FAA maintains that the current RSA pavement satisfies FAA standards. • The FAA objects to using airport revenue to fund proposed RSA work because it would serve no aeronautical purpose and would not advance the interests of aviation safety or airport operations. • It is staff’s understanding that funding the RSA work with airport revenue would be inconsistent with the terms of the Consent Decree. 13
