Study avenues to ensure the safety and security of passengers, passenger screening and screening of pilots and others working in restricted areas of the airport c. Design the airport’s security system P ROJECT O BJECTIVES 1. Enhance Santa Monica Airport’s security system such that it becomes a national model of security for other general aviation airports 2. Project Background A REAS OF A SSESSMENT As part of its 2017 report, Birdi has conducted vulnerability assessment of SMO’s current conditions This assessment included: • Fencing & Gates • Hangars • Video Management System (VMS) • Intrusion Detection Systems • Access Controls • Lighting • Personnel ID systems • Vehicle ID systems • Challenge Procedures • LEO Support • Transient Pilot Sign In/Out Procedures • Existing Policies and Procedures • Feasibility of Implementing Passenger Screening as Recommended 5 Security Enhancement Project

  9. Passenger Screening 1. Congress has not found that passenger screening for general aviation passengers is necessary. 2. No regulatory or legal authority or requirement to conduct GA passenger screening exists. 3. DHS Issued GA Security Guidelines 2017 based on layered, risk-based, intelligence driven programs that did not include any requirement or recommendations to implement passenger screening 9 SMO - Security Enhancement Project

Airport Security Enhancements S ECURITY D ESIGN – A CCESS C ONTROL U PGRADES Upgrade: • Gates are monitored and can be controlled remotely. • Each person will need to present a valid PIN to get access. • New key cards are used as an ID security badge. • New system becomes an integrated extension of the existing system used by the City of Santa Monica. Benefit: • Reporting of unauthorized access allows airport police to immediately respond to potential threats. • Remote monitoring capability by the City. • Integration with video surveillance. • Individuals on the AOA can be identified by their ID badge. S ECURITY D ESIGN - CCTV S YSTEM U PGRADES Upgrade: • Each vehicle gate will be provided with dedicated camera to monitor the gate and area around it. Benefit: • CCTV camera will provide full coverage of gate and adjacent area for general surveillance and alarm adjudication for police to provide appropriate response. • Recorded video can be used for security incident investigations. • Clearly visible CCTV cameras on AOA become a deterrent discouraging potential intruders. 11 Security Enhancement Project
