Bioenergy in the CLCPA • Electricity Sector • Bioenergy not included in 70% renewable by 2030 goal • May contribute to 100% zero carbon by 2040, if “carbon neutral” • Need a new Energy Credit, REC redefined. • In other sectors • Silent with respect to thermal uses, transportation fuels, substitutions • New GHG Inventory Requirements are yet to be figured out! • Other markets? (e.g., gasification to hydrogen, Mass Timber) • Net negative will require CO2 to go somewhere, • Potential major role for Carbon Capture & Storage • Pressure on growing the forest over management
Bioenergy in the CLCPA How will ESFPA evaluate policy coming from the Climate Council?: • How it helps keep forest as forest? • How does it induce private forest landowners to manage forests? • How does it help ensure a sustainable source of fiber and timber? • How will co-benefits to the environment and society be generated? • How can we turn this challenge into a bio-economy benefit?
