Planning (Scotland) Act 2019 • Increasing the population of rural areas of Scotland as one of 4 outcomes for NPF • Ministers must have regard to desirability of resettling rural areas that have become depopulated in NPF • Allocation of land for resettlement as consideration for NPF & Local Development Plans • Maps & other material may be produced of rural areas where a substantial decline in population for NPF. • NPF must have regard for any LRRS or any strategy for land ownership or use prepared by Ministers • Ministers must have regard for aby NSA report published when preparing the NPF • Confirmation that compulsory purchase powers can be used for allocating land for resettlement under pre-existing Planning legislation
