  11. Care is taken to ensure vehicles selected are representative of the fleet. Type 1 / Type 2 Vehicle Age Transit / Conventional Fuel Type Vehicles will be placed out of service for defects discovered meeting the April 1, 2019 Commercial Vehicle Safety Alliance Out of Service Criteria.

  14. 13 CCR 1232 Are vehicles regularly and systematically inspected maintained and lubricated? Do you have a means of indicating when scheduled maintenance is due? Are vehicles inspected at least every 45-days or 3000 miles? Do inspections include: (1) Brake adjustment (2) Brake system leaks (3) Two-way check valve in dual air systems, alternately draining and recharging primary and secondary air reservoirs (4) All tank mounting brackets (5) All belts and hoses for wear (6) Tires and wheels (7) Steering and suspension

  15. 13 CCR 1234 Do you retain repair, inspection and lubrication records for at least 1 year? Are inspection records signed by the person performing the inspection? Do the inspection, repair and lubrication records indicate the date and nature of the operations performed on the vehicle? Are driver daily vehicle inspection reports retained for at least 90 days? Do all maintenance records positively identify the vehicle?

  16. Unsatisfactory Conditions Vehicle defects of a deliberate or longstanding nature. More than 20% of the vehicles in the inspection sample placed out-of-service. Violations generally spread over the inspected vehicles or maintenance records which by their nature should have been prevented and/or detected and corrected under an acceptable maintenance program.

  17. If the vehicles are rated unsatisfactory the maintenance shall also be rated unsatisfactory. If any terminal inspection category is rated unsatisfactory the overall terminal safety compliance rating will be unsatisfactory. Any terminal rated unsatisfactory, shall be reinspected within 120 days, but, not sooner than 100 days.

  18. Federal Motor Vehicle Safety Standard (FMVSS) 13 CCR 1271(c) School buses manufactured after September 1, 1989 must be maintained to the FMVSS at the time of manufacture.

  19. Chassis Modifications 13 CCR 1272(c) May only be done with the permission of the manufacturer. If the permission can not be obtained, chassis modifications may only be accomplished if : The modification duplicates an original or previously approved installation on the same make/model school bus. Or The modification is done in accordance with engineering plans provided by the component manufacturer or an independent engineering firm.

  20. In either case the bus must be reinspected by the CHP prior to resuming pupil transportation. Chassis = the remaining components if the school bus body is removed. Common chassis modifications?

  21. Plans from component manufacturers or independent engineering firms must be made available to CHP personnel, by the motor carrier, at the time the reinspection is conducted. Plans are used during the inspection to ensure the installation was performed exactly as instructed. There is no statutory or regulatory format for engineering plans nor does the CHP approve them.
