New York City expands dual language teaching NEW YORK (FOX 5 NY) - New York City is expanding programs where students will be taught in two different languages. Mayor de Blasio and Schools Chancellor Richard A. Carranza made the announcement as they kicked off the first day of Pre-K and 3-K applications for next year. Dual language classes are comprised of 50 percent children whose home language is the target language of the program and 50 percent English-proficient students. Instruction is held in both languages. TRANSPORTATION For the 2019-2020 School Year, students attending the Rose M. Lopez School will be eligible for bus transportation to and from school. (There is no guarantee this will extend beyond year 1) Details regarding pick-up times and locations will be mailed home in August.
