THE INGAA FOUNDATION, INC. � Quality is Free When it is Done Right n For the most part, the daily inspector reports are formatted for each crew (welding, lowering-in, bending, etc.). � n Most forms have a section entitled Remarks/ Comments at the bottom where safety, quality, or environmental concerns could be recorded. � n In reading the comments on approximately 100 reports, a person would be hard pressed to say they came across anything that would be consider a quality catch. � � 3

THE INGAA FOUNDATION, INC. � Quality is Free When it is Done Right n There are both good and bad reasons why quality concerns (catches) are not recorded. A couple of the bad reasons would be; pride and fear of reprisal. � 4

THE INGAA FOUNDATION, INC. � Quality is Free When it is Done Right. n Generally speaking, the pipeline industry is a prideful lot with many big egos. � n People state “I’ve been doing this for over 40 years and don’t need no one telling me how to do it right”. The irony in that statement is that the double negative is an admission that someone truly does need to tell that individual how to do it right. � n Statements like that come from both inspectors and contractor personnel. By documenting quality (and safety) deficiencies it’s an acknowledgement that perhaps everything isn’t as great as some may think. � 5

THE INGAA FOUNDATION, INC. � Background n The API 1169 Pipeline Inspector certification program was developed in cooperation with industry experts in order to establish an industry-wide credential for the inspection of new construction of on-shore pipelines. � n This certification is open to qualified applicants who are seeking to become certified inspectors in API-1169: Recommended Practice for Basic Inspection Requirements - New Pipeline Construction. � � 8

THE INGAA FOUNDATION, INC. � Background Qualified individuals should be knowledgeable about: � � • General pipeline construction inspection � • Inspector responsibilities � • Personnel and general pipeline safety � • Environmental and pollution control � � API 1169 certification is valid for a three-year term. � 9

THE INGAA FOUNDATION, INC. � Program Structure n All inspectors will be held to the same basic certification standard. � 10

THE INGAA FOUNDATION, INC. � Implementation Goals n Implementation Goals set by CEPA and INGAA � n Implementation Goals for Enbridge � 11

THE INGAA FOUNDATION, INC. � API RP 1169 n Why did we do this? � n A recognition in the industry that there was no consistent “entry bar” for inspection. � n Every other construction industry (bridges, piping, tanks, etc) has a program in place. � n Regulators were looking for something to fill this void – better that industry fills it. � 12

THE INGAA FOUNDATION, INC. � API RP 1169 n What is the program? � n API 1169 for all pipeline construction inspectors � n Specialties for welding & coating � n Should safety & environment have it? Would be beneficial but does not replace training for those positions � n Should Facilities inspectors have it? Not really, but some have found it beneficial for excavations, clearing � n Part of a competency framework you (ISP & Owners) should have in place. Certification, experience, and on-the-job performance are all critical � � 13

THE INGAA FOUNDATION, INC. � API RP 1169 n What is the program NOT? � n A single piece of paper that guarantees perfect inspectors!!! � n A free pass for project management to stop supervising the day- to-day activities of inspectors � n Do I need to take training? � n Not mandatory, but highly valuable � n On project selected 51 inspectors to take training and write the exam – 50 passed. � 14

THE INGAA FOUNDATION, INC. � API RP 1169 n Why do I really care about this? � n Inspection is ensuring the long term safety of pipelines – nobody gets hurt today because of poor quality, but somebody (or some river / lake / field) will down the road. � 15

THE INGAA FOUNDATION, INC. � API RP 1169 n The public views inspectors as “the referee” and should trust them to ensure the PL is built correctly. Would you trust a welder who never passed a qualification test? � 16
