About Redstone Arsenal Marion Giles Lincoln Franklin  Diverse Federal campus focused primarily Lauderdale Madison Jackson research & development, program Colbert management, acquisition and logistics Franklin Morgan Marshall Cullman  43,000 daily population with <900 active duty  Maj or tenants include Army, Missile Defense Agency, NAS A, FBI and ATF  Redstone is currently experiencing significant growth from FBI and MDA  Approximately half of its workforce enters/ exits through Gate 9  Adj acent Enhanced Use Lease (EUL) proj ect (Redstone Gateway) continues to grow with current ~2,000 employee population

  3. 9 8 The Gate 9 Traffic Challenges 10 1 7  Old Gate 9 was about 1/ 4 mile off a maj or interstate 3 (I-565)  During prime hours the traffic backed up causing traffic safety issues:  S topped traffic up to 4 miles onto I-565 with adj acent lanes traveling at 70 MPH  S topped traffic spanning the I565 overpass  No federal funds available for the $12.9M proj ect

Our Solution  Raised $12.9m from state and local governments in Alabama and Tennessee and Redstone Gateway partners  Construct new gate ¾ mile south with two additional lanes and widen Rideout Road.  Modified Alabama law to:  Allow “ City Of Huntsville Federal Building Authority” (FBA) to be used as a conduit for execution of funds from multiple sources  Change definition of “ industrial access funds” so term “ industrial” now includes military facilities  FBA contracted with existing proven Redstone Garrison construction contractors to perform the work  Utilized existing EUL Agreement with Corporate Office Properties Trust to execute and transfer improvements to the Army

  8. Current Status  July 2017 - New gate constructed with 6 inspection lanes  August 2017 - Old gate demolished  Traffic problems alleviated and drive times materially shortened  S eptember 2018 - Two additional inspection lanes will be added

Redstone Gateway  Largest Army Enhanced Use Lease (EUL) office  $76 million TIF bond issued (supported by the project State of Alabama, Madison County and the City of Huntsville) to fund infrastructure.  When complete, will be a 4.6 million SF integrated office park on 468 acres  COPT committed to purchasing TIF bond, effectively guaranteeing tax revenue risk to the  1.2 million SF of secure office space capacity City of Huntsville behind the Redstone Arsenal perimeter fence 14 designed to AT/FP standards  Provided new rail spur, primary electrical substation, and road infrastructure to support the installation.
