What is infill housing ?
Infill housing typically means adding new small scale houses to existing residential neighbourhoods.
It “fills in” under used spaces.
Laneway or backyard cottages are popular examples of this:
an existing garage is replaced with a small home combined with new parking space. If there is no lane, cottages are built in the back yard possibly accessed by a driveway from the street.

“Oak Bay has about 300 duplexes in established neighbourhoods. Prior to the 1960s, duplexes were allowed on large lots. A number of applications have been received from owners wanting to rezone…but this has not happened due to the lack of a duplex zone. The fact is that duplexes have co- existed with detached houses in many parts of the community for What does the OCP say decades. about duplexes? The OCP community survey suggests that they are among the more acceptable forms of multi- unit housing in established neighbourhoods.”
To be successful, infill housing needs to maintain the neighbourhood character and patterns single family homes such as:
• scale and height single family homes + duplex duplexes can maintain the scale of single detached family homes
• scale and height single family homes + duplex existing single family homes can be converted into duplexes
scale and height • • streetscape character single family homes + duplex laneway or garden cottages behind the main house laneway or garden cottages maintain the existing street character + laneway or garden cottages
scale and height • streetscape • character • design that minimizes shadowing and overlook design guidelines establish building sizes, minimum distances between homes, window locations, and landscape strategies to reduce overlook and shadowing

OCP indicates there is less support for triplexes in single family neighbourhoods. Are there scenarios where triplexes can benefit Oak Bay?

Our team has been retained to work with the community to evaluate infill housing forms and develop criteria and guidelines for those with the best “fit” in Oak Bay.
A charrette is being scheduled for this fall to provide an opportunity for residents to explore if and how infill housing could benefit Oak Bay.
