Purpose » First forum held on 17 th January 2013 » To provide a general European Update from ACER and ENTSOE » To discuss the latest developments in Framework Guidelines and Network Codes » To discuss individual codes and potential implications for the SEM market • Identification of issues that should be raised in ACER and . Meetings will be held every two months ENTSOE » Future dates to be discussed today 2

  3. Network Codes Update . Capacity Allocation and Congestion Management (CACM) Market Codes » ACER Recommendation to EC published on 14 th March 2013 » Key Areas for SEM included • Flexibility for Regional Intraday Auctions • 2 year Derogation for SEM • Capacity Calculation • Early harmonisation of redispatch and countertrading arrangements by TSOs. » ENTSOE has since published a letter outlining its support for parts of the ACER opinion and its opposition to wording on key areas including Regional Intraday Auctions Capacity Calculation and redispatching and countertrading » The Network Code is now with the EC for finalisation and incorporation of the Governance Guidelines . Forwards • Expected to go forward to comitology in summer 2013 • SEM Engagement with the EC . Balancing » Published for consultation by ENTSOE on 28 th March (will be covered later) » Under development by ENTSOE (will be covered later) » Central Dispatch concepts in early stages » Early drafts and presentations on the ENTSOE website.

Requirements for Grid Connection Applicable to all Generators (RfG) Technical Codes » ACER Recommendation to EC published on 25 th March 2013 • NC first submitted to ACER on 13 th July 2012 • ACER Opinion recommending improvements issued on 13 th October 2012 • NC resubmitted to ACER on 8 th March 2013 » One qualification in the recommendation relating to the significant grid user test. ACER recommended using “commercially available” rather than . Requirements for Demand Connection “commercially viable”. » The Network Code is now with the EC for finalisation » ACER Opinion and Recommendation to EC published on 25 th March 2013 » Positive Opinion with a number of non critical recommendations . Operational Planning and Scheduling • Mainly relate to national competencies and demand side participation » The Network Code is now with the EC for finalisation » Submitted to ACER by ENTSOE on 29 th March 2013 » ACER has three months to review.

Inter TSO Compensation (ITC) Fund » ACER Review of the ITC Fund Launched on 16 th October 2012 » Workshop held in Ljubljana and consultation closed on 14 th November 2012 » . REMIT ACER decision expected soon • The RAs will hold a workshop on losses in SEM on 15 th April 2013 in CER offices. » ACER launched a public consultation on technical requirements for data reporting under REMIT on 22 nd March • Technical Standards for Trade Reporting • Registration Guidelines » Consultation closes on 7 th May, workshop in Ljubljana on 25 th April • RA contacts are Andrew Ebrill in CER and Andrew McCorriston in UR

Capacity Mechanisms » EC consultation on generation adequacy and capacity payments closed on 28 th February » CEER responded to the EC consultation and ACER issued an opinion to the EU Parliament on capacity mechanisms . Infrastructure Regulation and Projects of Common Interest » EC is currently considering next steps and is expected to publish information on next steps during the summer » Final Infrastructure Regulation expected to be published in May » Regulation will set out in detail the process to be designated as a project of common interest (PCI).

  7. Review of Network Codes . During the coming year, ACER will review: Operational Security Network Code Q2 2013 Operational Planning and Scheduling Network Code Q2 2013 Load Frequency and Reserves Network Code Q3 2013 Forward Network Code Q4 2013 HVDC Network Code Q1 2014 Balancing Network Code Q1 2014 . Also key role for Member States in Network Codes at Comitology » Starting in mid 2013
