  2. The Internal Market ACER’s Role . ACER is responsible for delivering the Internal Market. CER and UR input . Under Third Package ACER has key role in: into ACER’s work programme and review of internal market rules » producing Framework Guidelines in relation to each Network Code » reviewing ENTSO-E Network Codes to ensure they are in line with . ACER also have important role in monitoring the Internal Market and the Framework Guidelines . 2 year derogation from CACM for island of Ireland overseen by ACER progress to reaching 2014

Framework Guidelines – SEM SEM RAs very involved in ACER and Framework Guidelines » Attending meetings and input into drafting groups and ACER BoR decisions » We are representing interests of SEM consumers » Also UR involvement in UK Stakeholder Groups and Ofgem » Liaison with DCENR and EirGrid as appropriate » Through our involvement we have had successes: • 2 year derogation for SEM from FG CACM • central dispatch wording in Balancing FG

  4. Framework Guidelines So Far To date, ACER have adopted Framework Guidelines on: » Grid Connection (20/07/11) » Capacity Allocation and Congestion Management (29/07/11) » System Operation (02/12/11) » Electricity Balancing (20/09/12)

  5. Review of Network Codes . ACER are currently reviewing the following Network Codes: . ACER have called for improvements to the following Network » CACM Network Code ( Decision by end 2012) Codes: . In 2013, we expect to review: » Requirements for Generators Network Code(13/10/12 ) » . Also key role for Member States in Network Codes at Comitology Forward Network Code, Balancing Network Code, Demand Connection Network Code and 3 SO Network Codes

In 2013 ACER will also be focussing on: » The regional implementation of the Target Model including stakeholder engagement » Rules for the cross border forward market and FTRs/PTRs (recent consultation) » The implications of CPM on the internal market » Redispatch and countertrading

  7. Stakeholder Engagement . ACER Stakeholder Engagement » ACER consultations on all Framework Guidelines . SEM Stakeholder Group on European Internal Market » AESAG Forum – ACER, EC, ENTSO, Eurelectric, EFET. » SEM Market Integration Project - to implement Target Model and meet Network Code requirements – shortly to move to next phase » UK DECC/Ofgem European Group and National Grid Joint Electricity Steering Group consider Network Code issues for GB » RAs intend to set up Stakeholder Forum on the European Internal Market in conjunction with Departments and EirGrid
