What are new generation regional plans?  Long-term (25+ year outlook) strategic land use plans  Sets a clear regional vision  Address existing or emerging regional issues  Inform land use planning and decision making  Guide infrastructure prioritisation and investment  Prepared in collaboration with local governments, state agencies, key stakeholders groups and the wider community  More heavily geared toward implementation & delivery  Ongoing regional ownership

What regional plans won’t do…  Duplicate other planning tools, legislation, state-wide policies  Attempt to comprehensively deal with all planning issues in the region (e.g. education, health)  Address local issues (only strategic regional issues)  Commit specific spending or project (infrastructure) delivery – there are other tools and processes for this  Duplicate another region’s plan – each regional plan is to deal with the specific region’s issues, but in the same policy context (as relevant)

The Draft NQ Regional Plan • The only region in Queensland not currently represented by a regional plan • Local government areas of: o Burdekin o Charters Towers o Hinchinbrook o Palm Island o Townsville • Heavily focused on regional economic development – linking land use planning, infrastructure and economic initiatives

Policy highlights Economy & environment • Directing future agricultural expansion to the upper-Burdekin catchment. • Establishing go-zones for renewable energy developments (and deterring them from establishing on GQAL). • Transitioning the Townsville CBD into a future health & knowledge precinct and linking this with the existing hospital/JCU precinct. • Supports eco / adventure / cultural tourism uses establishing in existing conservation areas • Nominates strategic environmental areas for protection and directs rehabilitation/offsets to key locations within a regional biodiversity network

Policy highlights Urban growth & infrastructure • Introduces assessment benchmarks to better manage urban sprawl for Townsville • Supports greater consolidation of, and increased housing diversity in, regional centres • Strengthened focus on creating liveable communities • Neighbourhood planning • Connected settlement patterns • Tropical urbanism • Strengthens protections for key infrastructure corridors, including for defence, freight and stock networks • Flags future infrastructure upgrades based on new economic opportunities (e.g. new Woodstock industrial precinct)
