  1. TOE RIVER REGIONAL HAZARD MITIGATION PLAN KICKOFF MEETING Toe River Regional Hazard Mitigation Plan Update | Kickoff Meeting | August 27, 2019

  2. AGENDA • Introductions • Mitigation Refresher • Project Overview – Key Objectives – Project Tasks – Project Schedule – Project Staffing • Roles & Responsibilities • Next Steps • Questions, Issues or Concerns Toe River Regional Hazard Mitigation Plan Update | Kickoff Meeting

  3. HANDOUTS • Agenda • Presentation Slides • Public Survey • Existing Mitigation Actions Toe River Regional Hazard Mitigation Plan Update | Kickoff Meeting

  4. INTRODUCTIONS • ESP Associates, Inc. – Nathan Slaughter, AICP, CFM – Project Manager – Jamie DeRose – Lead Planner • County Leads • Municipalities • Stakeholders • NCEM Toe River Regional Hazard Mitigation Plan Update | Kickoff Meeting

  5. PROJECT INFORMATION • Funded with a Federal HMGP Grant (Hurricane Matthew) • NCEM is managing the grant & providing contractor support • Same Project Manager as previous 2 versions of plan • No local match requirement (State is covering) Toe River Regional Hazard Mitigation Plan Update | Kickoff Meeting

  6. WHAT IS MITIGATION? “mit-i-gate” 1: to cause to become less harsh or hostile. 2: to make less severe or painful. Hazard Mitigation Any sustained action taken to reduce or eliminate the long-term risk to human life and property from hazards. Toe River Regional Hazard Mitigation Plan Update | Kickoff Meeting

  7. DISASTER MITIGATION ACT OF 2000 • Revitalized Federal Planning Requirements – State and Local Hazard Mitigation Plans • Federal Grant Funding Eligibility – Hazard Mitigation Grant Program (HMGP) – Pre-Disaster Mitigation Program (PDM) – Flood Mitigation Assistance (FMA) • DMA 2000 is intended to facilitate cooperation between state and local authorities on risk reduction measures and expedite funding allocation Toe River Regional Hazard Mitigation Plan Update | Kickoff Meeting

  8. NC SENATE BILL 300 • Passed in June of 2001, amends the North Carolina Emergency Management Act (166A) – Requires local hazard mitigation plans in order to maintain eligibility for Public Assistance (PA) for state-declared disasters Toe River Regional Hazard Mitigation Plan Update | Kickoff Meeting

  9. THINK OF MITIGATION IN THIS WAY… 1) We want to mitigate hazard impacts on the existing development in our communities – Houses, businesses, infrastructure, critical facilities, etc. Photo Credit: WLOS Staff 2) We want to ensure that future development is conducted in a way that doesn’t increase our vulnerability – Best done by having good plans, policies and procedures in place Toe River Regional Hazard Mitigation Plan Update | Kickoff Meeting

  10. HAZARD MITIGATION TECHNIQUES 1) Prevention 2) Property Protection 3) Natural Resource Protection 4) Structural Projects 5) Emergency Services 6) Public Education and Flood Hazard Areas in the Toe River Region Awareness Source: Federal Emergency Management Agency Toe River Regional Hazard Mitigation Plan Update | Kickoff Meeting

  18. KEY OBJECTIVES • Coordinate between four counties to update the regional plan • Complete update of existing plan to demonstrate progress and reflect current conditions • Current plan expires April 10, 2021 • Increase public awareness and education • Maintain grant eligibility for participating jurisdictions • Maintain compliance with State and Federal requirements Toe River Regional Hazard Mitigation Plan Update | Kickoff Meeting

  19. NEW ELEMENTS • Will use NCEM’s RMT - Hazard Mitigation Plan Tool – Website used to create, update, customize, and monitor plans – Promotes consistency throughout NC • Update plan to include CRS 510 Compliance – Only communities that plan to join CRS • Risk Mapping, Assessment and Planning (Risk MAP) – Flood Risk Products and Tools • Integrate Community Wildfire Protection Plans (CWPPs) elements • Conduct Resilience Assessment – North Carolina Scorecard • EMAP Compliant – Technological and Manmade Hazards Toe River Regional Hazard Mitigation Plan Update | Kickoff Meeting

  23. PLANNING PROCESS • Reconvene Hazard Mitigation Planning Team (HMPT) • Widespread public participation and outreach to key stakeholders • Data collection and analysis • Plan preparation and submission Toe River Regional Hazard Mitigation Plan Update | Kickoff Meeting

  24. RISK ASSESSMENT • Hazard Identification and Analysis – Detailed profiles for all hazards • Hazard description Degree of Risk Assigned PRI Weighting Category Index • Historical occurrences Level Criteria Factor Value Unlikely Less than 1% annual probability 1 • Known hazard boundaries Possible Between 1 and 10% annual probability 2 Probability 30% Likely Between 10 and 100% annual probability 3 Highly Likely 100% annual probability 4 – Priority Risk Index (PRI) Very few injuries, if any. Only minor property Minor damage and minimal disruption on quality of life. 1 Temporary shutdown of critical facilities. Minor injuries only. More than 10% of property in affected area damaged or destroyed. Complete Limited 2 • Vulnerability Assessment shutdown of critical facilities for more than one day. Impact 30% Multiple deaths/injuries possible. More than 25% of property in affected area damaged or destroyed. Critical 3 Complete shutdown of critical facilities for more than one week. – Asset inventory (exposure) High number of deaths/injuries possible. More than 50% of property in affected area damaged or Catastrophic 4 destroyed. Complete shutdown of critical facilities for 30 days or more. – Loss estimates • Development Trends and Implications Toe River Regional Hazard Mitigation Plan Update | Kickoff Meeting
