  3. What is Community Infrastructure? Facilities accommodating/providing for community and recreation services, programs and activities. Includes:  Early years facilities - M&CH centres, preschools, child care centres, toy library  Education facilities – schools, TAFE, RTOs.  Cultural/community facilities – library, COPAC, halls, historical society building, museums  Indoor/outdoor sports facilities – ovals, courts, pavilions, fitness centre, stadium.

  4. What is Community Infrastructure (cont.)? Facilities accommodating/providing for community and recreation services, programs and activities. Includes:  Passive recreation spaces - trails, parkland, playgrounds  Health facilities – hospital, allied health facilities.  Police and emergency services facilities – ambulance station, police station, SES Unit, Fire Stations.  Facilities for community support services – disability, welfare agencies.

What community infrastructure does Colac already have?  Colac has a broad and diverse range of infrastructure – from local facilities like small neighbourhood parks to regional/sub regional facilities like the Performing Arts Centre  Range and diversity reflects Colac’s role and location:  As a township with a distinct local areas  As the service centre for a large rural region  As an administration service centre for a diverse urban/rural municipality  Its location within an hour’s drive of a major regional city.

Community Infrastructure Needs in 2050 (cont.) • For most infrastructure types, existing/planned facilities have the capacity to satisfy current and future demand through to 2050:  Early years facilities  Indoor recreation facilities – stadium and aquatic centre  School facilities  Football/cricket ovals  Tennis courts  Lawn bowls facilities  Netball courts  Library  Ambulance station

Community Infrastructure Needs in 2050 (cont.) • For some infrastructure types, there is not sufficient or appropriate facilities and modified, expanded or new facilities will be required:  Soccer facilities  Active reserve for low profile sports  Additional seating capacity at COPACC  More community centre/meeting space  Parkland in new development areas  Larger neighbourhood house  Larger aged services centre etc.

Community Infrastructure Needs in 2050 (cont.) • Some facilities do not promote service integration:  Stand-alone M&CH centres  Stand alone preschools • Some facilities are underutilised because of declining demand – e.g. tennis courts. • Some facilities lacks quality, diversity and connectivity:  Play spaces lack diversity  Some passive open spaces areas lack quality  The path network is not extensive or connected

Community Infrastructure – Strategic Priorities • Addressing deficits in provision. • Renewing existing facilities to make them modern, flexible and compliant. • Making optimal use of existing facilities. • Improving the quality of passive open space. • Extending and enhancing the quality of the path and trail network. • Meeting future demand for local level community infrastructure and open space in Elliminyt. • Meeting future demand for township/sub-regional level facilities in Colac.

Community Infrastructure – Key Actions Community facilities • Develop an integrated children’s services/community centre - M&CH consulting rooms, consulting rooms, rooms for kindergarten and childcare, meeting rooms and general activity rooms. • Relocation of Colac East Preschool to nearby primary school or redeveloping at the existing site. • Additional community meeting space in Elliminyt. • Redevelopment masterplan for COPACC - a broader arts precinct which includes COPACC and the railway station area. • Increased seating capacity of the theatre/cinema. • Extension of Colac Neighbourhood House. • Extension of the Colac Planned Activity Group Centre. • Redevelopment of the Colac Police Station and Magistrates Court.

Active Recreation Facilities • Provision of soccer fields. • Central Reserve: new pavilion, redeveloped grandstand, new netball changerooms, redeveloped netball courts and lighting • Western Oval: upgraded playing surface, upgraded netball changerooms and lighting • Colac Cricket Ground: upgraded clubrooms • Elliminyt Recreation Reserve: upgraded playing field, additional netball court, expanded pavilion/changerooms . • Redevelopment options for the lawn tennis club. • An active recreation reserve in Elliminyt for lower profile sports. • A single integrated facility at Lake Colac for the Colac Yacht, Rowing and Angling Clubs.

Passive recreation facilities • Open space provided in the new development areas. • Play facilities upgraded at Memorial Reserve and Botanical Gardens. • Walking and cycling links improved from the CBD to Lake Colac area. • Irrewillipe Road Retarding Basin redeveloped into a fully functional water asset. • Family/picnic facilities at sports reserves enhanced (including Western Oval, Central Reserve and Eastern Reserve). • Part of the old Colac High School site converted to parkland.

  15. Community Infrastructure – Key Actions (cont.) Justifications and Triggers • Providing for future demand is not the primary justification for most of the recommendations listed above. • Primary justification is to improve access to and the quality and capacity of existing infrastructure. • Some recommendations are providing for population growth:  Additional child care centre.  Third and fourth soccer fields and associated infrastructure.  Meeting space in the Elliminyt area.  Active recreation reserve for low profile sports.  Passive open space and paths and trails in new development areas.
