  4. His istory ry/Background – The Lawsuit • Lawsuit: PMD vs. KCRMD • ~13 years and counting • Judgement finalized in December 2013

  5. His istory ry/Background – The Judgement • A Judgement is a decision by the court that determines the rights and obligations of the parties. • PMD is obligated to provide recreation facilities to KCR: • Two tennis courts • Pool facility • Three multi-purpose ball fields

His istory ry/Background – Settle lement • For our purposes, a settlement will contain the details that the parties agree will satisfy the Judgement • Technical term: Stipulated Supplemental Judgement • Flexibility: may or may not follow the Judgement to the letter • Negotiated between the two parties • Subject to final approval by the Judge

Ball llfields Proposal • The proposed ballfields at Bradford North are one possible piece of the settlement • KCRMD has not entered into any agreements with anyone regarding the proposed fields • Construction is not imminent • Parties are exploring the viability of the concept KCRMD will not go forward with this proposal if there is not community support

What is is Bein ing Proposed? • Construct two multi-purpose grass sports fields • “soccer fields” for short • Improve existing baseball field to game-worthy condition • No lights, bleachers, restrooms, or snack bar • Benefits Bradford PE and athletic programs, and the KC community by providing more opportunity for organized sports (youth or adult)

  9. What is Being Proposed? (con’t) • PMD would finance the construction • Jeffco Schools would supply the land • Presumably, Jeffco Schools will keep title to the land • KCRMD would be allowed to use/schedule the fields during non-school hours via a long term contract called an Inter-Governmental Agreement (IGA) • KCRMD is not interested in pursuing this if the fields can not be scheduled to some extent .

Ballfields Proposal – Work Done to Date • Meetings between various combinations of PMD, KCRMD, and JPS representatives to gauge interest in the concept and outline preliminary steps • Site Research (Funded by PMD) • Topographic Land Survey • Defines surface contours and features of the area • Soil studies • Soil type(s) • Bedrock location • Preliminary Site Plans (Funded by PMD)

What’s a Site Plan? • A Site Plan is a concept with research and thought behind it • Shows what is proposed to be built • Not how to build it • A Site Plan is not a blueprint for construction Next phase in the construction process would be Detailed Design, which would yield Construction Documents (aka “blueprints”). Detailed Design has not begun.

Work with JPS to Determine IGA Details: • Document limits on scheduling to mitigate traffic, noise, etc. • Who pays for water • Estimated cost: $22,000/year in 2017 rates • Who maintains/mows 3. Jeffco School Board Approval 4. Detailed Design 5. County Planning Review/Approval 6. Bid Process 7. Construction KCRMD will not go forward with this proposal if there is not community support
