  2. Introduction DfI Roads, the sole Road Authority in Northern Ireland, is responsible for public roads, footways, bridges, and street lights. The responsibilities include the provision management and maintenance of all public roads including the functions of winter maintenance and street lighting. DFI Roads is responsible for 287,000 street lights in Northern Ireland of which 64,000 are in Western Division and 28,971 in the Derry and Strabane Council area.

  3. Responsibility for Street Lighting The Department has discretionary powers granted under Section 44 of the Roads (NI) Order 1993 (1) Where the Department considers that any road should be illuminated or better illuminated, it may provide for — (a) the supply of electricity or other means of illumination by any person having power in that behalf; (b)the installation of such system of illumination (including lamps, lamp posts, cables, supports for cables and other materials and apparatus) as appears to the Department to be necessary for the purpose; and (c) the operation and maintenance of any system of illumination installed under this Article. (2) Where the Department considers that it is in the public interest for a street or footpath to which the public has access to be illuminated or better illuminated, the powers of the Department under paragraph (1) shall be exercisable in relation to that street or footpath as if it were a road. (3) The Department may alter or remove any system of illumination installed under paragraph (1) or (2). (4) The Department may provide for the operation and maintenance of any system of illumination installed under Article 24 of the Roads (Northern Ireland) Order 1980( 1 ) and may alter or remove any such system.

  4. Funding Funding for all DFI Roads work is allocated in two streams, Capital for carrying out new and replacement works and Resource which is used to maintain existing infrastructure. Of the total Resource budget around 1/3 is spent on public lighting energy costs each year. (£13 million per year). This routine maintenance budget which is used to fund other functions such as grass cutting, gully emptying, pothole repairs and winter service, all of which have a safety dimension.

  5. Energy Reduction To help reduce energy consumption and to reduce maintenance costs a programme of replacement of existing lanterns to LED has been introduced in recent years. These LED lanterns require less energy and have a longer life therefore should require to be replaced less frequently. The programme is intended to continue in the coming years. In the last year the work to replace existing lanterns with more energy efficient ones has yielded a 5% reduction in energy demand.

  6. Derry & Strabane Council Area For the 18/19 Financial Year funding allocations are as follows: Capital = £1,039,000 of which £669,000 is for LED retrofits. Resource = £1,500,000 of which £1,156,000 is spent on energy. Department has also introduced a new on-line reporting facility for street lighting faults and the public can assist us by reporting faults on the NI Direct web site, under ‘Street Lighting and reporting a fault’.   8. Street Lighting Policy Street lighting in urban areas Generally, all roads, car parks and footpaths adopted (owned) by DfI in urban areas are lit. Exceptions to this include: • rear paths which only give local access • sections of adopted urban roads where there is no continuous housing development LED lighting is the preferred choice for new and replacement street lighting schemes for adopted roads and footpaths.

  9. Street Lighting Policy New housing developments The street lights in new housing developments are installed by the building developer during construction until the road is adopted by DfI. Until then the developer is responsible for: • the payment of electricity for the street lights • street lighting faults • repair of vandalism-damaged columns DfI is not responsible for lighting away from the public road network, for example, security lighting to Northern Ireland Housing Executive houses or council parks and council car parks.

  10. Street Lighting Policy Rural roads Rural roads are not usually lit unless there is a community of at least 10 houses along a 200-metre stretch, or a history of night-time road collisions.
