Lead Requirements • Lead hazard reduction is incidental to the rehabilitation • Before rehab of pre-1978 home – presume lead, “Renovate Right” pamphlet, visual assessment, include defective paint surfaces in WWU • During rehab – RRP certified contractor uses lead safe work practices, relocate homeowner when necessary • After rehab – cleaning of house by contractor, clearance examination by licensed personnel, provide owner with Lead Hazard Reduction Notice Partners for Better Communities
Pre-Rehab Paint Inspection Can testing be done before wri rite up ? • At your own risk – no CDBG $$ eligible • Contract with a LBP Risk Assessor for a Paint Inspection • If no LBP found, higher rehab base cost limit of $50,000 may be used • If LBP is found, interim controls, base cost may not exceed $25,000 Partners for Better Communities
Licensed Risk Assessor Are li licensed personnel an option or r required? • A licensed Risk Assessor is required for all pre-1978 homes rehabilitated with DHCD funds • Management Plan must list the name and license number of the Risk Assessor • Fee must come from construction related soft cost line item Partners for Better Communities
THE END Notifications • Purpose – to educate family on lead hazards • Pamphlet entitled – Renovate Right • Signed statement acknowledging receipt of pamphlet must be in client file • Before rehab – give homeowner the Presumption Notice • After rehab – give homeowner Lead Hazard Reduction Completion Notice (and place copy in client file) • Maintain records for 10 years after closeout Partners for Better Communities

Occupant Protection Occupant Protection – Temporary ry Relocation • Relocation NOT required if any of the following exist: • All household members 62 or older • House constructed after 1978 • All interior work completed in 8 hours • All interior work can be completed in 5 days and bedrooms, bathroom and kitchen are isolated from rehab work • Only exterior work to be done Partners for Better Communities
