EU Strategy for the Baltic Sea Region • Adopted by the European Commission in 2009 • Platform for cooperation and coordination of activities
PA Hazards Reduce the use and impact of hazardous substances in the Baltic Sea Region Science / Policy innovation PA Hazards Prioritization issues/actions Capacity building Flagship projects
Flagship projects relevant to HELCOM Pressure Pharmaceuticals RMR-CLASSIC Cluster project leader / • Yearly conference for all projects coordinator • Status report • Policy recommendations Cluster project specific objectives, e.g.: • Status review • Promote projects • Reduce the input of • Link between science and policy pharmaceuticals to the BS • Disseminate results Projects, e.g. • Sustainable production • Baltic screening • WWT techniques • Antibiotic use in husbandry
Flagship projects relevant to HELCOM Pressure Pharmaceuticals RMR-CLASSIC Cluster project leader / Cluster project leader / coordinator coordinator Cluster project specific Reduce, mitigate and objectives, e.g.: remediate: measures directed • Status review towards the classic • Reduce the input of contaminants dioxins, PCBs, Hg pharmaceuticals to the BS and Cd Projects, e.g. Projects, e.g. • • Sustainable production Emissions from small scale • Baltic screening combustion • • WWT techniques Remediation of sediments / • Antibiotic use in husbandry soils
CONDOR – Control of dioxin emissions in the BSR, focus on small-scale combustion • Dioxins a long problem in the BS • Numerous policy initiatives and measures • Significant reduction, however still causing problems • Similar stories for PCBs, Cd, Hg • BalticPOPs – SEPA funded Swedish project 2009-2012 • Dioxin Policy Network 2013 • CONDOR – EUSBSR seed money January 2014 • Aim to apply from Baltic Sea Region Programme Dec 2014
CONDOR – project development • Input from PA Hazards steering group and Dioxin Policy Network on relevant issues to address • Consulting ongoing policy processes, e.g. Ecodesign directive, HELCOM Rec 28E/8* • Scientific relevance * ENVIRONMENTALLY FRIENDLY PRACTICES FOR THE REDUCTION AND PREVENTION OF EMISSIONS OF DIOXINS AND OTHER HAZARDOUS SUBSTANCES FROM SMALL-SCALE COMBUSTION
CONDOR – project development Project activities: 1. Characterisation and assessment of air emission sources, verification of emission factors, support improvement of national air emission inventories and monitoring 2. Impact assessment on Baltic ecosystem using BALTSEM-POP and food web modeling 3. Air emission reduction scenarios and cost-benefit analysis of various measures 4. Implementation of project results
CONDOR – project development Partners engaged in EU SBSR Seed Money Facility project: • Instytut Ekologii Terenów Uprzemysłowionych – IETU (Janusz Krupanek, project leader) • Finnish Environment Institute – SYKE • Latvian Institute of Aquatic Ecology - LHEI • Baltic Environmental Forum Latvia – BEF Latvia • Baltic Environmental Forum Estonia – BEF Estonia Cooperating partners: • IVL – Swedish Environmental Research Institute • ITM - The Department of Applied Environmental Science – ITM, Stockholm University. • FMI – Finish Meteorological Institute • Kaunas University of Technology • Gdańsk University • Silesian Technical University, Gliwice • Technical University in Cracow • Estonian Environmental Research Center • Contacted: Polish Institute for Meterology and Water Management
CONDOR – project development PA Hazards support: • Provide policy link • Network contacts in other countries • Support funding applications
Baltic Sea Region Programme 2014-2020 • Streamlined with EUSBSR objectives and Flagship project critera • Clear opening for projects related to reducing the input of hazardous substances and nutrients • Focus on implementation of measures • Public authorities from local, regional and national levels, research and training institutions, NGOs, sectoral agencies and associations and, enterprises • Support letter from PA Coordinator
