  2. Background • Desire to reduce landfilled recyclables • Provide opportunity to all residents • Other Texas cities with multifamily recycling • Multifamily recycling ordinance passed December 2011 (8 + unit complexes) as part of the Crime Free Multi-Housing Ordinance

  3. Multi-Housing Recycling Program Requirements Multi-Housing Landlord (8+ Units) must submit recycling plan • Plan must include – – Materials to be recycled – Method of collection & storage of recyclables – Frequency of pick-ups by approved waste hauler – Property diagram showing the container location(s)

  4. Multi-Housing Recycling Plan Submission Dates • For complexes (8+ units) in operation on or prior to October 31, 2013 recycling plan must be submitted by January 1, 2014 • For complexes (8+ units) in operation after November 1, 2013 recycling plan must be submitted NLT sixty days after Certificate of Occupancy is issued.

  5. Recycle Plan Implementation • Submitted plans approved by City • Landlord implements plan within 30 days

  6. Recycle Plan Waivers • A waiver to providing a recycling plan may be granted by Director if – – Implementation is impossible – Implementation is impractical – Landlord can show no tenants wish to recycle

  9. 2015 Survey • Phone Survey of 40 managers/staff during summer of 2015 – Contamination – Participation – Inconvenience – Economic Factor*

Participation & Contamination • Reduced Garbage – 27/30 respondents. 56% reported a noticeable reduction in amount of garbage, but only one complex reported reducing garbage service frequency. • Contamination – 38/40 Respondents. 50% reported contamination as a problem – Those that provided education material experienced less contamination

  11. Inconvenience/or Access • Co-locating garbage & recycling – One complex locked recycling dumpster
