What is OEMS • OEMS is a process that allows elementary and/or early childhood teachers earn their elementary mathematics specialist certification in grades PK-5. • OEMS professionals must know and understand elementary school mathematics as well as how mathematics concepts and skills develop through the secondary level.  This includes specialized knowledge that teachers need in order to understand and support student learning of elementary mathematics.

  3. What is OEMS Con’t • OEMS professionals also need to be prepared to take on collegial non-evaluative leadership roles within their schools and districts. They must have a broad view of many aspects and resources needed to support and facilitate effective instruction and professional growth.

National Data • The Association of Mathematics Teacher Educators (AMTE), the Association of State Supervisors of Mathematics (ASSM), the National Council of Supervisors of Mathematics (NCSM), and the National Council of Teachers of Mathematics (NCTM) recommend the use of Elementary Mathematics Specialists (EMS) in PK – 6 environments to enhance the teaching, learning, and assessing of mathematics in order to improve student achievement, and further advocate that every elementary school have access to an EMS.

  6. Statewide Data • Oklahoma, like most states, experiences challenges in recruiting and developing EMS professionals. In response, the Oklahoma Elementary Math Specialist (OEMS) certification program has been proposed to address this need.

An Equitable Process Study Independent External Observation An independent External Evaluator observer (Dr. Kathleen McKean, Director, Oklahoma Technical Assistance Center) was present throughout the OEMS Competency Setting Process to make sure the equitable process was in placed. • The group assembled was a good mix of district-level math directors, elementary teachers, university-level math educators, teacher preparation staff, and elementary principals. • Many had taught elementary and or secondary math; some had already created math coaching programs. • Rural, urban, and suburban schools were represented, as were all parts of the state here except possibly the northwest. • The process was designed to ensure input from all stakeholders present as well as extensive external review by content experts across the country.

  17. OEMS Program Prerequisites Prior to beginning coursework to become an Oklahoma Elementary Mathematics Specialist, the following two prerequisites must be met: 1. Valid teacher certification in Elementary Education and/or Early Childhood Education; and 2. Two years of full-time teaching experience in grades Prekin indergarten n th through h Grade e 5 5 at an accredited school under a valid state issued teacher credential

OEMS Program Requirements • 60-70% Pedagogical Mathematics Content Knowledge:  Coursework will focus on development of mathematical proficiency as characterized by conceptual understanding, procedural fluency, strategic competence, adaptive reasoning, and productive disposition (National Research Council, 2001) in the following four domains.  Pedagogical Mathematics content shall be consistent with the Common Core State Standards (CCSS). • 30-40% Mathematics Instructional Leadership:  Coursework will focus on building effective mathematics leaders who are skilled in planning, developing, and implementing, high quality instruction in mathematics.

  20. OEMS Certification Requirements 1. Valid teacher certification in Elementary Education and/or Early Childhood Education; (prerequisite) 2. Two years of full-time teaching experience in grades Prekindergarten through Grade 5 at an accredited school under a valid state issued teacher credential; (prerequisite) 3. Eighteen hours of coursework 4. Passing score on the Oklahoma Elementary Mathematics Specialist certification examination.

Application with the university’s recommendation for OEMS certification submitted to the Oklahoma State Department of Education. 6. $25 application fee to accompany the application to the Oklahoma State Department of Education.

  22. Important Notices • The OEMS certification cannot be substituted for required credentials in either area. • OEMS certification is available in grades PK-5. • The grade level issued will be determined by the certification/s held.  A teacher certified in Early Childhood only will qualify for a PK-3 OEMS certificate.  A teacher certified in Elementary Education only will qualify for a 1-5 OEMS certificate.  A teacher certified in Early Childhood and Elementary Education will qualify for a PK-5 OEMS certificate.
