Aim: protect and sustainably use the coastal wetlands for the benefit of the local population Effective mangrove management and protection with emphasis on resilience to climate change 5 lessons learnt 31.08.2012 Seite 3

Planting mangroves alone is of little use – they need to be protected and managed Co-management is a partnership agreement in which a resource user group gets the right to sustainably use natural resources on a defined area of state-owned land (Protection Forest) while being responsible for the sustainable management and protection of these resources All stakeholders share the responsibility and authority for the management of a given area and a defined set of natural resources Resource users and local authorities jointly negotiate a formal agreement on their respective management roles, responsibilities and rights 31.08.2012 Seite 7
Planting mangroves alone is of little use – they need to be protected and managed Get acceptance from all stakeholders for the piloting of co- management Follow a four-step process of: consultation and organisation; negotiation and agreement; implementation; and monitoring and evaluation During this process, four principles must be applied: integrated coastal area management, participation, zonation and monitoring The key elements of co-management can be summarised as participation, an agreement and a pluralistic governance body 31.08.2012 Seite 8

Impacts of co-management Co-management is an effective way of maintaining and enhancing the protection function of the mangrove forest belt Co-management provides livelihood for local communities Co-management contributes to better governance 31.08.2012 Seite 10
Looking at the status quo is not enough Historic information provides an important input for the development of climate change adaptation measures. 31.08.2012 Seite 11

Site specific and appropriate solutions Site specific approaches to adaptation to climate change (dynamic coast, different ecosystem and socio-economic settings – not one solution fits all; not maintain status quo at all costs) Mimic nature, co-management ... 31.08.2012 Seite 13
Bamboo wave breakers and fences (appropriate and site specific solutions) Mangroves grow along sheltered coast lines; in erosion sites it is necessary to first reduce erosion, stimulate sedimentation Numerical modelling which simulates hydrodynamics and shoreline development to minimise downdrift erosion 31.08.2012 Seite 14
Bamboo wave breakers and fences (appropriate and site specific solutions) Work together with other experts (integrated approach) 31.08.2012 Seite 15
Integrated management Different site-specific and appropriate solutions must be applied both along the coastline as a linear structure as well as along the coastal zone from the sea to the land Institutionalised co-ordination and cooperation of local authorities from provincial through district to commune level (Ecosystem Approach) 31.08.2012 Seite 16
Integrated management (ICAM) and participation Parts of the coastal zone cannot be effectively managed in isolation (sectoral approach) – need for integrated approach Participation of all affected stakeholders in the planning Non monetary benefits Shared monetary benefits (PES) Clam cooperative Mangrove co-management 31.08.2012 Seite 17
Awareness rising and communication 31.08.2012 Seite 18
