Technological improvement is a key factor for the successful development of ports. Competition among ports is nowadays much based on new generation Technologies, such as sustanaible fuelling of handling equipment, IT and smart solutions for tracing and tracking of vehicles and goods, hazard events management systems. Technological improvement is therefore a main tool for the enhancement of the competitiveness of a port, for the benefit of both port community and port users. Livorno Port Authority (LPA) strategic plan envisages the creation of an innovative port community, which should be interconnected, cooperative and well integrated to better compete in the present market enviroment. LPA, as port community manager, aims at laying down the conditions conducive to the management of the driving forces shaping the port industry, in relation to new processes, procedures and practices. In this sense, the participation of the LPA in programmes to foster the e – maritime, e-Customs and the integration of the already existing IT systems shall be seen as an opportunity for the port community to take advantage of recent technological improvements. (LPA) has been deeply involved, since many years, in the implementation of innovative services supporting the Port Community. On one hand LPA adresses fields where innovation and techological improvement is much needed to keep up with the on-going trends, as, for instance, the RFID traceability of goods. On the other hand LPA is committed to develop value added services and infostructures, that is IT facilities essential to the competitiveness of the port in relation to newest legal and market requirements. Livorno Port Authority foresees the completion of IT platforms that ensure full integration of already existing infrastructures and the establishment of secure long distance corridors between the port and freight multimodal centres in the hinterland. A.Vespucci The ultimate goal is the creation of authomatised checks Freight Village 14E Gate at port and intermodal centres gates, for developing Sintermar Gate smooth exchange of information on shipments in real time. In this sense, the deployment of RFID traceability Galvani Gate systems is on-going and being tested. This technological improvements are expected not only to take place in road transport, but also in railway transport, for greater development of multimodal services linking the port of Livorno to the hinterland. Thanks to the MED.IT.A project a further step in the enhancement of the traceability of freight flows by sea and inland will be achieved. Traceability of goods is deemed crucial not only in respect to freight flows in- and outwards the port, but also for safety reasons. In this sense, LPA is committed along with other competent Authorities to define the standard of hour-by- hour tracking and monitoring of goods inside port boundaries. Port Monitoring System (PMS) should report on freigh handled and stored in port facilities, allowing the quick identification of risk areas and potential solutions to prevent accidents, especially with reference to dangerous goods. PMS is bound to be integrated with regional Traffic monitoring system and with a network of sensors placed in port areas at risk. As soon as these sensors detect an accident or a hazard, the port control room will be able to handle with the danger and to provide a solution for the hazardous event. LPA’s approach is therefore the enhancement of a fully integrated system among transport nodes = port situated along a transport corridor. = inland platform Our ultimate objective is then to streghten the global competitiveness of the transport chain, not only with respect to the port alone, but also considering Inland transport corridor the interconnections with other nodes, such as inland multimodal platforms. Thanks to the TEN-T funded Project MOS4MOS, an innovative Port Community System platform, the Tuscan Port Community System (TPCS), has been developed. TPCS was funded with the Motorways of the Sea program, as IT facility for enhacing fast exchange of documents between Authorities, such as the Customs agency, port operators, like freight fowarders and transport operators. The launch of the TPCS, from 2012 onwards, has led to paperless interaction of players of the logistic chain, and the improvement of port community competitiveness in relation to the global shipping industry and market requirements. MOS4MOS, like other EU funded projects, is then part of a comprehensive innovation strategy which encompassess infostructures, physycal interventions and close cooperation with competent Authorities and external partners both national as well as foreign. This strategy includes therefore the integration with the UIRNET national platofrm, to achieve the full interoperability between port operations and inland transport. The deplyoment of IT and smart solutions should be seen as instrumental to quicker improvement of present business conditions, whereas the infrastructural lay-out of port and nearby facilities stays as is at least in the short term. In this sense, we should stress the importance of the creation of knowledge infrastructures, capable of paving the way to efficient, non-physical and relatively cheap IT facilities supporting the port community and leveraging multiplier effects on the local economy. Improvements in the short term are therefore achievable only through these smart infostructures, that eventually lead to cost-effective and fast developments which have an immediate impact on port competitiveness. LPA is committed to design a modern Motorways of the Sea (MOS) terminal, which can boost the present market positioning of Livorno as market leader in Italy. The new logistic interface will be not only the result of better land planning and multimodal connections, but also the relevant outcome of innovative and real time programming of transport services at sea and on land. In so doing, the new MOS terminal in Livorno will be a leading benchmark for other regional ports striving for smooth integration of maritime and land operations, with reference not only to the infrastructural upgrading but also to efficient service management. IT platforms, innovative solution for tracing and tracking of goods should be considered as a tool to ensure long term cooperation among port users and transport operators. Cooperation is to be seen not as a token effort of communicating priorities and standards to the involved stakeholders but, on the contrary, as a lasting strategic approach of dealing with issues that affect the market environment. Cooperation should then lead to shared solutions, which have been agreed within the industry and which have developed a wider consent. Cooperation should be not constrained by borders, but it should include partner Countries, with whom commercial ties are strong and well established. The word ‘ Innovation ’ implies always a term of comparison with, for istance, ‘ tradition ’ . In this sense, we can speak of ‘ Innovation ’ only in relation to other comparable players, benchmark. For this reason, Livorno Port Authority and the Port Authority of Tarabulus, Lebanon, have agreed to establish a joint cooperation partnership in the framework of MED.IT.A project, for tracking the goods among Lebanon and Italy through these two important gateway ports.
