LEADER ( Liaison Entre Actions de Dèveloppment Èconomique Rurale or Links between Activities Developing Rural Communities ) * Been in existence through 5 programmes since 1991. * European funded Community Development Programme, part of Scotland's Rural Development Programme (SRDP) * Supports a bottom-up method for delivering rural development to communities and businesses. * Support is primarily, aimed at small-scale, locally-driven projects that are pilot and innovative in nature. * Community benefit required * Managed by a Local Action Group (LAG) * Local Development Strategy underpins local programmes aims

  4. *Outer Hebrides LEADER 2014-2020 Objectives * Promote Renewable energy and efficiency * Support and Develop Rural Services and Facilities * Develop and Aid new Tourism Initiatives – focusing on Natural, Archaeological, Creative, Cultural and Gaelic Heritage * Support and encourage the development of SME’s and Community Enterprises * Develop Crofting related ideas and Encouraging Diversification * Support Community Fisheries and Marine initiatives * Network with LAGs in Scotland, UK and Europe.

  7. * Post 2020 / Brexit * Current programme ends December 2020 * However LAGs informed to commit funding by December 2019 * Currently no information on any post 2020 UK Government plans for Community-led Local Development (CLLD) * Not confirmed if LEADER-type programme will be included in the proposed Shared Prosperity Fund * CLLD been demonstrated to be a key component in developing and sustaining rural communities. * OH LAG proposing to develop a strategy for the future development of CLLD in the Outer Hebrides and what requires support.

  8. * European Maritime & Fisheries Fund – Priority 4 • European Maritime and Fisheries Fund 2014-2020 Programme - community aspect; awaiting allocation • Operates on same community-led principles and ethos as LEADER • Outer Hebrides Fisheries LAG Awarded £528,000 • Main Objectives:  Increase fisheries area employment and competitiveness by promoting fisheries sustainability and diversification of fishing effort  Develop alternative fisheries area employment through business diversification  Promote and market demand for local fisheries products  Increase onshore added value activity utilising locally caught product  Improve networking, training and development of best practice Increase younger industry participant career progression and succession
