Municipal company “ Social Patronage ” The company provide social services at home to people, which are following of one of the conditions: • they are unable alone or with assistance of their loved ones, which help them, to organize and satisfy their basic needs; • they are in retirement age; • they haven’t relatives, wich to take care for them; • they are socially disadvantaged people and families, which are with losted their shelter
Objectives of the practice Delivery of quality social services in their usual home environment in all 24 districts of the capital.
Description of the practice The scope of activities of the Municipal company "Social Patronage" included provision of social services in the community, namely: preparation and food supply at home with a specialized transport, a home services, an assistance for obtaining of a general and specialized medical services, social work activities to support the social reintegration of the lonely elderly people and adults in unequal social status.
The Company’s activity carries out by 9 departments "Social Patronage" which serve all areas of the city of Sofia. The departments have specific activity ‐ accepting to requests’ accepting by those who wish to use the services of the company, receiving of citizens on different issues associated with the provision of the social services implementing of social surveys on place of residence on the applicants.
The people’s food preparation which are enjoing of the company’ service take place in 5 kitchens on the company which have equipment with the necessary a qualitative inventory. Under the control of the nutrition instructors, which are 5 people in strict observance the technological process the food is prepared in 4 diets. The drivers are entrusted with the task with spread, and they are spreading the food, individual to the people’s serviced homes.
Employees of the municipal company shall be sent in assistance to the feeding of bedridden and disabled people, which are served. The reviews about the provided assistance are positive. In depending the needs of the users of social services to make health care by nurses consisting in hygienic care of bedside service, anti ‐ deceits care, injections putting, changing of dressings psychologists are conducting a psychosocial intervention. The rehabilitators implement activities about a medical rehabilitation of the persons, which are users of social services, provided by the company. As first aid equipment and rehabilitation of needy persons by nurses and the therapists, takes place after a direction issued from the general practitioner of the person.
The users of social services are attended by highly qualified social workers. The activity of the social workers is aimed to improving the quality of the social work with people, which receive the services and the provision of new social services. Enabled by means of prepared in advance individual plans, based on an assessment of the needs, an abilities and the personal preferences of the serviced people, individual to their home. The social work is implemented in the homes of people which are receiving the services, through visits to social workers.
Process and detailed content of the practice This is achieved with preliminary agreement of the serviced adults about when to be visited by the social worker. According to their desire and needs to perform activities for an assistance in their everyday life, to improve their health. The social workers assist in the visit for consultations with specialists in health problems, legal consultations and ect.. If is necessary, the social worker shall assists elderly people in the shopping of different products, foodstuffs. The social worker shall assist in resolving administrative issues – filing contacts with individual institutions receiving funds through the supporting the directorates for social assistance and preparation of documents assistance for placement in specialized institutions when all the possibilities are with out providing of care at home.
Legal framework The services, provided by the Municipal company “Social Patronage” are defined in the Social Assistance Act and they are implemented in the Rules for his enforce, like a municipalities’ activity. By Decision № 957 in Minutes № 120 from 11.10.2007 of the Sofia Municipal Council and the Rules for the organization of the Municipal company „Social Patronage” was adopted. Financial framework Municipal company “Social Patronage” is a budget company, funded by Sofia Municipality with a budget, affirmed by the Sofia Municipal Council.
The social services, which are provided by the Municipal company “Social Patronage”, aims to improve the life’ quality for the citizens of Sofia Municipality as at the moment, the currently established organization for providing of a variety of social services meets the people which are with needs.

SUMMARY Social support access to a varied array of services tuned to individual needs. The adoption of this principle leads to a guaranteed variety of services in line with the existing necessity and the specific needs of individuals. It has a positive effect on: • the way in which social services are delivered as well as on their variety, based on an evaluation of the need for opening a certain service; • the development of a social service market; • the funding of services in order to allow for providing each client with a choice. It also influences: • the approach in providing the service by focussing it on the needs and desires of the person depending on their own choices and decisions.
Measures to promote active aging local are aimed at increasing policy commitment to provide social services in municipalities with other national policies to combat social exclusion, optimization of the system of social services and enhancing existing ones, development of social services community ‐ oriented individual needs of people from target groups and their integration into other sectoral policies.
