T a sk F o rc e wa s se t up to unde rta ke the se c o mmitme nts.  T he Stra te g y wa s pre pa re d a nd a ppro ve d b y the Ministe ria l Co unc il in 2012.  T he pro je c t pro po sa ls c o lle c te d b y the E CS we re sub mitte d b y 31 De c e mb e r 2012 a nd whe re e ndo rse d b y MC o n Oc to b e r 2013.
