Security – Helping supply chain efficiency • Shippers’ associations can support ICAO by promoting standards that aim to facilitate trade: Known Consignors, Regulated Agents, Consignment Security Declarations. • “The final objective is to have 100 per cent of cargo and mail secure before being loaded on to an aircraft” ICAO / WCO, Moving Air Cargo Globally
Dangerous Goods: Lithium ion batteries • The ICAO National Council imposed an interim ban from 1 April 2016 on the carriage of all shipments of Lithium-ion batteries as cargo on passenger aircraft. • It will remain in force until ICAO working groups agree a new lithium- ion battery packaging performance standard, expected by 2018. • This ignored recommendations of the ICAO Dangerous Goods Panel in October 2015 to allow shipment on passenger aircraft if charged <30% of maximum & to limit to one package per consignment for certain types. • GSF View: – We support the DG Panel recommendations from 2015 – All parties should help address mis-declared shipments and counterfeits – ICAO should investigate screening equipment to detect LI batteries – More engagement with shippers would be helpful
International cooperation: Formation of GACAG • GSF was a founder member of the Global Air Cargo Advisory Group (GACAG) in June 2011 with – International Air Transport Association (IATA), – International Federation of Freight Forwarders Associations (FIATA) – International Air Cargo Association (TIACA) to enhance the performance of the air cargo supply chain. • Goal is to align e ff orts and to improve the e ff ectiveness of our individual campaigning and lobbying activities
Plans for GACAG activities 2016-17 • Encourage industry to adopt e-freight procedures in all areas where it is possible • Publicise standards that are already available for air cargo documents call on governments and regulators worldwide to support the adoption of e-Customs to facilitate e-freight • Implement an industry action plan for advance cargo information, particularly in aligning and use of existing standards within the World Customs Organization
Closer working with ICAO • GSF has engaged with ICAO on a limited range of issues over the past year: Climate change and lithium ion batteries. • GSF met ICAO Secretary General Dr Fang Liu at the IATA World Cargo Symposium in Berlin in March 2016 and opened dialogue – Areas of mutual interest identified so far – include the development of an air cargo freight index, – cargo security and facilitation, – air cargo delays, – e-commerce and liberalisation of air cargo. • We are delighted to welcome ICAO to the GSF Annual Meeting for the first time!
