Broad Objectives of the National Mission On Strategic Knowledge for Climate Change (NMSKCC)  The primary objective of the mission is to build National S&T Capacity in climate change research to develop strategic knowledge system  In order to achieve this, the mission  Seeks to build a vibrant and dynamic knowledge system in climate change that would inform and support national policy and action in addressing the climate change challenges while not compromising on the nation’s growth goals.  Create institutional capacity for research infrastructure  Seeks to build knowledge and research networks, develop national capacity for modeling the regional impact of climate change. An assessment of various technology scenarios and alternatives for complying with national objectives.

Why do we need GTWG?  GTWGs needed to be set up for technology assessment, evaluation, prioritization, risk assessment and foresight in the areas of climate change adaptation and mitigation.  GTWG is an independent, standing think tank mechanism that performs a number of critical functions  Technology being dynamic which evolves continuously, GTWG need to be institutionalized within some well identified and established institutions.  GTWG is a network of experts that tap into the global pool of scientific expertise available in the open scientific community.

  8. GTWG linkage with Technology Needs Assessment (TNA)  As part of International negotiations for climate change, the 21 st Conference of Parties (Cop 21) held in Paris in 2016, have desired developing countries to come up with their country specific Technology Needs Assessments (TNAs ).  The GTWG outcomes are targeted to meet the requirements of TNAs .

  13. GTWG Mechanism in Position  For all the 8 Technology Sectors, GTWG teams were set up. Each team comprised of 15-20 experts  After preliminary meetings with key experts, national and regional level Stakeholder workshops were held wherein relevant industry sectors were involved and consulted  As many as 3-4 rounds of discussions have already taken place for each GTWG sector  A total of 200 experts across the country were involved  A National Steering Committee under the Chairmanship of Dr Anil Kakodkar, Former Chairman Atomic Energy Commission, Secretary, DST and all the Mission Directors of National CC Missions as members to monitor the programme

Summary of GTWG Initiative  For each GTWG sector, several sub-themes have been identified and Technology Need assessments were carried out  In each sub-theme, a large number of technologies were identified and listed out  Out of these, technology selections and prioritizations are being taken up  10-15 top technologies in each sub-theme are finalised based on a standard selection criteria adopted by each group.  Reports of all 8 GTWGs have been finalised  An Executive Summary containing major outcomes from these reports has been brought out

  15. Expected Outcomes GTWG programme reports from 8 sectors will facilitate decision makers in taking decisions  for future R&D, funding and deployment of technologies Technology mapping for each sector will give a fair idea of the technologies available in  any parts of the world and will act as a feeder to other national missions under NAPCC. This will also help assessing ground reality on the readiness level of the technologies in the  sectors. This will be an excellent sector wise global technology database to the scientific  community. This information will not only help researchers to design their future research, but also to policy and decision makers in deciding different developmental plan related to climate change. DST will provide a detailed and comprehensive GTWG report covering all the 8 sectors  which will be submitted to MoEF&CC and PMO for policy formulation and strategic decision.
