  3. WHY IS THE DOG PARK AN INTERIM AMENITY? • In 2019, the County Board adopted the Public Spaces Master Plan, or the PSMP for short, which encourages temporary uses in public spaces. Temporary uses can add an exciting dynamic to public spaces and are often done in partnership with private entities, which help cover the cost of these interim improvements. • The proposed dog park is ‘interim’ and/or temporary because it was introduced outside of an established County planning and public engagement process, such as a Park Master Plan or Neighborhood Conservation. • Adding a new park amenity to an existing park requires careful consideration and public feedback. The interim classification would allow the County to observe the new amenity and gather feedback on how well it is meeting a community need. • If approved, the interim dog park would be evaluated annually and removal will be considered if there are safety issues or if it is not serving a community need. • The future Gateway Park Master Plan will assess if the dog park and other uses should be considered as permanent features. • There will be future funding in the Capital Improvement Plan (CIP) to develop a Park Master Plan and for construction. 3

PROPOSED DRAFT DESIGN Proposed Dog Park Amenities • Total dog park area is 10,900 N square feet • Large dog area is 8,000 square feet and small dog area is 2,900 square feet • Message board • Grass surfacing • Water source for dogs • Double entry and single entry maintenance gates • Repurposed and ADA accessible benches • 5-foot-tall fence with visual screening • Updated lighting and available for use until 10:00 pm 9

FUNDING AND COST INFORMATION • Funding to construct the interim dog park is provided by R-Dogs through the County’s Donation and Collaboration Policy. • The County is contributing limited repurposed and new site components and staff time to manage the public process, develop a design, and manage construction. • The estimated cost to construct is approximately $43,700. • The Department of Parks and Recreation will perform standard maintenance for the dog park with support from R-Dogs as the sponsor group. • As the community Dog Park Sponsor Group, R-DOGS would provide dog waste bags; and act as a liaison between park users, County staff and the Animal Welfare League of Arlington; encourage dog park visitors to clean up after their dogs and follow the rules; and etc. 10
