Borough of Keyport RFP The NJTPA is seeking consultant support to: 1) Develop the Borough of Keyport’s Complete Streets Policy and Implementation Plan 2) Draft a Complete Streets ordinance, and 3) Engage public and stakeholders to build support for Complete Streets projects
Project Schedule • The consultant effort is expected to start in December 2019. • Project to be completed within 12 months of commencement.
Scope of Work • Task 1: Review existing policies, guidelines and plans • Task 2: Draft Complete Streets Policy, ordinance and guidelines • Task 3: Complete Streets Design Guide • Task 4: Conduct Stakeholder and Public Outreach • Task 5: Final Report • Task 6: Project Management

Task 3: Complete Streets Design Guide • Develop a Complete Streets Design Guide for all types of streets in Keyport. Deliverables for Task 3: • Roadway classification system for Keyport roads • Street cross-sections diagrams • Concept plans and renderings • Site circulation patterns
Task 4: Conduct Stakeholder and Public Outreach • Establish steering committee, public outreach plan, public workshops and demonstration Deliverables for Task 4: • Stakeholder meetings, interviews, and materials • Development of a public outreach plan and schedule • Public outreach events (agenda, presentation/flyers) • A walkability workshop • A Complete Streets demonstration project
Task 5: Final Report • Produce a final report, including all work completed and results or findings. Deliverables for Task 5: • Final Report • Draft Presentation to SAC • Final Presentation to NJTPA Standing Committees

Borough of Raritan RFP The NJTPA is seeking consultant support to 1) Develop a vision for sustainable economic development of the downtown, 2) Develop a plan for integrating existing and proposed developments into that vision, 3) Draft land use, design, mobility, parking, and other regulations and policies, and 4) Advance the work of regional, county, and state entities that support economic growth in the Borough.
Project Schedule • The consultant effort is expected to start in December 2019. • Project to be completed within 18 months of commencement.

Task 4: Economic Development Plan and Regulatory Update • Economic Development Plan • Mobility and Parking Recommendations • Regulatory Updates Deliverables for Task 4: • Two technical memoranda 1. Recommendations for implementation strategies and improvements. 2. Amendments to zoning districts

Borough of Raritan RFP Consultant Selection Criteria • Understanding of scope and technical approach • Experience and technical competence in transportation and municipal land use planning, real estate, urban design, and mobility planning • Experience in community visioning, consensus building, working with local governments, innovative public engagement, and engaging traditionally underrepresented populations • Demonstrated knowledge of NJTPA region • Ability to successful perform work • Clarity/thoroughness of proposal
