  1. FNQROC Proposed amendments to FNQROC Development Manual (Water and Waste Water Sections only) Presented by: Darlene Irvine, FNQROC Executive Officer

  2. 1. Welcome and Introductions 2. Overview of amendments to the manual (Water and Sewer only) 3. CTM Code presentation - CRC 4. Focus in on areas / sections of interest 5. Amendments to Standard Drawings

  3. • Search function is included on the FNQROC website • New PDF versions will have hyperlinked table of contents • Removed ‘Operational Works’ to limit confusion and referred to Planning Act definition of ‘development’ in the user guide.

  4. • While we’ve recommended to link the operational checklist I believe this will go as IDAS Form 6 does this. • Council may request (during the assessment) the digital ACAD file of the water and sewerage reticulation drawings

  5. • Documents to be provided prior to Pre-Start: • Copy of ‘For construction’ drawings • Pavement Design • As Constructed submission; included DWG file • Early plan sealing requests will only be considered for those stages of development nominated in the development plan. Parts of a stage will not be considered for early plan approval. • Appendix P – reduced requirement for as constructed attributes and split into compulsory and only required if differed to FNQROC specs

  6. • Replaced reference to WSA with CTM Water Alliance Design and Construction Code • CTM Code referenced in the manual • CRC only – changes to Average Daily consumption – from 500 to 400 L/EP/D • Adopted the Darcy-Weisback method over the Hazen-Williams method • Creek crossings included in design Criteria: • Ck crossings are to be in DICL or PE • Arborist report to assess the risk associated with trees within 10m either side of the water main alignment. • New section for building over or near water infrastructure • Marker balls to be used where water reticulation is laid on non-standard alignment

  7. • All irrigation connections to councils water network must be completed by council at the developers cost. (if permitted, an approved subcontractor with council supervision) • Pump Stations – at councils discretion - the provision of a three phase inlet to allow the connection of a mobile generator unit. • Factory acceptance testing is to be undertaken and the designer is to arrange a suitable time and date with Council for testing before the switchboard is installed at site. • Amendments made to CRC local government specific – D6.17 clause removed.

  8. • Incorporation of CTM • Vacuum and pressure sewer schemes are still considered unconventional infrastructure • New section added for building over or near sewerage infrastructure • Amendments made to value in table 7.2, and 7.3 • Property connections into maintenance shafts are not permitted unless in circumstances approved by council • On-site sewerage – new clause – the min separation distance between on- site facilities and water mains is to be 10 meters. • D7.16 General – new clause – where the calculated C1 value is less than 3.5 the pump operation mode is to be duty/assist. 3.5 and greater – is to be duty/standby – needs to be confirmed with Council.

  9. • Well washers not required for CRC • The requirements of fencing of pump stations is to be confirmed with council. • Standby generator is to be contained within a roof structure and wording to include three phase inlet at council discretion. • We ask that the design of the pump station considers measures to prevent damage from vandals and restrict un-authorised access • Factory acceptance testing with council before the switchboard is installed at site. • Table 7.14 – pump motor drive design parameters have been amended, a new item related to sizing of overflow pipe added and we’ve replaced Hazen Williams formula with Darcey-Weisbach formula

  10. • Variable frequency drives should be considered for pump stations that discharge into a common rising main. • Table 7.15 – replaced Hazen Williams formula with Darcey-Weisbach formula • Appendix A – contains addendums to the CTM Code • Appendix B – contains addendums to WSA Code • Amendments to CRC local government specific – deleted clauses D7.13 and D7.25

  11. • CTM Alliance Water Service Design and Construction Code incorporated • Reference documents – WSA 2002 version of Dual Water Supply Systems • Included reference to a number of AS • Included stainless steel as a material • Clarification re ductile iron • Included the ability to use reglass material

  12. • CTM Alliance incorporated • Included ability to use reglass in bedding • Included WSA construction tolerances • Appendix A – references to SEQ Standard drawings • CRC Local Government specific – delete clauses S6.03, S6.21, S6.23

  13. • 43 standard drawings amended or new – available for viewing

  14. • Reminder – we take submissions to amend the manual at any time – these are collated for each review. • Submission on the proposed amendments are due 22 September – d.irvine@fnqroc.qld.gov.au • Seeking legal advice to make the review process quicker and simpler. Hand over to CRC re CTM code.
