Construction Delivery Method - Lease Leaseback ● Lease Leaseback (LLB) Delivery method ○ District selects an architect to design the project ○ Construction firm is solicited and awarded to construct the project ○ District, architect and construction firm work as a team to develop, design and construct the project ○ Once the design phases are complete, the LLB contractor will bid the project and submit a Guaranteed Maximum Price (GMP) to the District for approval ■ Cost is fixed and change orders are exceedingly rare, increases in cost during construction become the responsibility of the contractor, not the District ● VUSD has a LLB agreement with Erickson Hall Construction Company at Vista High for construction of new classrooms, ag department improvements, and athletic fields improvements 7

  8. The Design Process ● Schematic Design (SD) - First phase of design where the architect and District hold meetings, gather input, and formulate input into plans for review and board approval. Multiple iterations and ideas can be considered to ensure District goals are met ● Design Development (DD) - Second phase where design team will engage with consultants and engineers to start programming the features and elements into the project. ○ Changes to the schematic design at this phase may trigger additional design costs to the District ● Construction Documents (CD) - Third phase of design where documents are finalized and submitted to DSA. Final input from DSA is incorporated into the construction plans which are then used to obtain final costs from contractors, and establishing the GMP for the project 8

Vista High Softball Field Title IX And ROM Estimate Options ● A GMP action item is being presented for consideration to address Title IX issues at Vista High, this package also includes drainage improvements, new tennis courts, basketball courts, pickleball courts, and small parking lot. The latter elements are beyond the Title IX requirements. Construction could commence immediately if approved, GMP $5,613,697 ● A ROM* estimate has also been provided as an option instead of the above GMP. This option addresses the Title IX issues and resurfacing of the existing courts. The drainage, new courts and parking lot has been removed. ROM $4,784,016 . The ROM option will require nine months for design and DSA-approval prior to obtaining final GMP cost. Construction could commence Summer 2021. ○ ROM amount does not includes additional $300K of architect and other soft costs. ROM option would be reduced costs of $529,000 *ROM - Rough Order of Magnitude estimate-only, requires design and future bid solicitations to determine actual costs for construction 10

  14. VHS New Classroom Building Schematic Overview ● Building 200 is a Three-story building located adjacent to the stadium and across from the gymnasium ● Building 100 is a Two-story building located along Bobier at the entrance to the campus 14

New Classroom Buildings Schematic Design ● Here is the schematic drawings for Vista High Schools’ new classroom buildings from Alpha Studio Design Group ● Approval is required of schematic drawings prior to entering into the Design Development phase when engineers and consultants will be utilized by the design team ● Once into the Design Development phase if changes are made to the schematic design of the project it could result in additional costs to the district ● The current ROM estimate for this schematic drawing is $52,955,988 , and the original ROM was $37,786,880 19

AG Department Scope ● VHS AG Department scope of work for only ADA and safety improvements and Alpha Studio Design Group proposal for design services ● Original expanded scope of work was to be funded in large part through a CTE grant which was not awarded to VUSD ● These additional elements have been removed from current scope to reflect only ADA and Safety issues as an option for the board ● Initial Scope includes: ○ Removal and replacement of warped and lifting concrete ○ Provide new accessible gate and hardware, ○ Provide new accessible pathways to and into the greenhouses, ○ Provide new ADA parking adjacent to the facility, removal and construction of new hay barn, removal of non-compliant concession stand ○ Installation of sewer separator to prevent animal waste from being discharged directly into the schools’ sewer system ● Future Project - CTE Education Building 21
