  1. EWRG-networking to be better stewards of our water resources-Lucky Lab Lunch Talk • Wednesday February 28, 2018 Presenters: Keri Handaly, City of Gresham & Mitch Frister, PPRC “Pollution Prevention in Partnership with PPRC”

  2. Managing Private Sector Pollution • Gresham Resource Efficiency Assistance To (GREAT) -Business –since 1999 • (Water, Stormwater, Recycling, Waste Prevention) • EcoBiz -created by the Pollution Prevention Outreach (P2O) team –since 1997 • (Portland, Gresham, Clean Water Services, WA County, Metro, DEQ) • Stormdrain Cleaning Assistance Program (SCAP )—since 2004 • (has been adopted by a number of Oregon communities)

  3. • EcoBiz is a free, voluntary certification for automotive and landscaping businesses & public agencies in Oregon. Focus on pollution prevention, multi-media (air, water, haz. waste) • Created by DEQ and local gov’t agencies

  4. Managing Private Sector Pollution • 1200 Z permits—Gresham has 12 • OSHA • NPDES MS4 Stormwater Permits • By Jan 2013, implement a defined strategy to reduce pollutants in stormwater from commercial and industrial facilities

  5. TYPE Total Inspection Outreach Notes Auto 150 Every other year EcoBiz Turnover presents challenges Landscape 100 WFPP EcoBiz Many home based Restaurant/ 250 All new annually GREAT/ Formerly inspected via FOG. Why Partner? • PPRC is the leading regional non-profit that provides practical, on-the-ground technical assistance to businesses. • PPRC contracts with local agencies to administer EcoBiz in the Portland Area. • Technical Expertise beyond Gresham’s GREAT program • Business Inspection staff doesn’t cover sustainability

  8. PARTNERING: BUSINESS OUTREACH • 11 Automotive shops now Ecobiz/GREAT certified • 16 Restaurants GREAT certified • 17 Industrial/Manufacturing sites GREAT certified • 100-200 Sites assisted annually

  9. • Free technical assistance • Ads for certified businesses • Included in GREAT business program

  10. Website Listing • Local Advertisements • Use of Logo & Sign • Technical assistance •

  11. A not so pretty picture

  12. Used tire piles common and concern Lead and Zinc from stagnant tires exceed 1200Z benchmarks

  13. Most common fixes for autoshops • 1) Secondary containment • 2) Spill kits • 3) Spill plans/signage • 4) Spill berms for garage doors • 5) Cleaning up outdoor storage • 6) Switching to refillable aerosol from single use • 7) Switching to aqueous based parts washer • 8) Switching to bulk dispensing systems • 9) Labeling containers & refillable bottles • 10) Offering less hazardous substitutes

  14. Benefits of Ecobiz v. Regulatory Inspection Educating Staff: • Low copper “Level N” break pads • WA & CA compliant - limits levels of asbestos, cadmium, chromium, lead, and mercury. copper levels must be less than 0.5 percent by weight. • Wheel weights – Lead free. Steel best alternative, avoid zinc

  15. Cleaning Chemicals & degreasers Educating Staff: Reduce the total number of products in use. • Aqueous based • Find a trusted label for “eco” certification. • Review SDS sheets, ask suppliers for less • toxic alternatives. Caution or lower label. • Low emission – CA compliant •

  16. HAZ WASTE REDUCTION Educating Staff: • Re-fillable Aerosols – Save money, Reduce VOC’s and Haz. Waste. (Sure Shot, Vapor, Wurth Refillomat)

  17. “Birdbath” Brake washers = less harm & waste

  18. Secondary containment equipment • 110% containment required for EcoBiz. • Spill containment pallet, Collapsible spill pad ( for after hours drop- offs ), single drum containment with dolly, used vehicle battery tray.

  19. Bermed Work Areas

  20. Spill kits • Place labeled kits where liquids are stored or transferred. • Build your own small spill kits ($20 vs. $60) • Buy spill materials in bulk to build & refill • www.newpig.com • Choose the right size Photos reprinted with permission from New Pig Corporation.

  21. Aqueous Parts washers Parts Washers - Aqueous Based Degreasers. Closed loop, non-toxic. EcoBiz doesn’t allow Chlorinated Solvents

  22. Spill plan • Spill Plan Posted – has local and state spill numbers • Spill Response Training annually.

  23. Haz Chem Storage secure, well ventilated, dry, cool b Built-in sump

  24. Auto Shop A • Waste and storage tanks stored in underground bay • Discharging contaminated groundwater w. sump pump • Previously inspected, but staff unaware that water collected here

  25. Auto Shop A • Re-inspected by City of Gresham. • Required to make significant improvements. • No longer interested in EcoBiz.

  26. Garbage Hauler • Highly regarded in the industry • Did not fall under city inspection auto category or wellfield protection

  27. Garbage Hauler • Storing +3,000 gallons of used oil outside • Violating City stormwater requirements • Changed practices to meet code

  28. Local High School Historic issues with staff cleaning/washing dumping wash water outside Opportunity for PPRC to conduct an audit of their Shop used for teaching Indoor drain dye tested by Gresham Storm system professionally cleaned

  29. First Student –Bus Business PPRC visit after a spill incident created an opportunity for audit. Poor housekeeping noted, no spill kit by fuel area. DEQ/Gresham follow up inspection

  30. National Auto Sales & Repair shops • Moved from unkempt outdoor storage to clean and safe containers • 3 certified, 1 in progress

  31. WESTON KIA / GMC & Suburu • Referred by City of Gresham Recycling • Built a covered waste area • Added secondary containment • Gained Certification

  32. Where to start

  33. Protect Stormwater Built environment – Structures, roofs • (unsealed zinc or copper) , site drainage, equipment, product and waste storage Operations – Washing, fueling, vehicle • maintenance, loading/unloading fluids. Training – respond to spills, fix leaks, label • containers, test less toxic products Maintenance - “Bone-yard audits,” remove • unneeded chemicals equipment and waste

  34. Goal: NEC

  35. Product & Waste Storage • Centralize product and waste containers • Dedicated area with dead-end sump. • Easy to access, clean, detect leaks • Add built-in secondary containment to product and waste storage areas

  36. Liquid storage & Containment: EWEB

  37. Outdoor waste: Scrap metal, Tires, solid waste • EcoBiz Standard – No Exposure Certification Materials stored outside must be finished products • intended for outdoor use, where exposure to stormwater does not result in the discharge of pollutants. • Used tires are a source of zinc • Scrap metal contains oil, grease, leaches into stormwater • "Slug Trails” from solid waste containers

  38. COVERED DROP BOXES Keeps rain out, but not a great option for staff operations. Consider drop box and compactor leachate.

  39. Limit single-use aerosols Create central • storage chemicals. Store partial • containers to a specified location. Label shelf •

  40. Certified locations 100 Auto Repair & Body Shops 20 Carwashes 25 Landscapers 30 Public agency shops, parks dept.
