EaSI brings together three EU Programmes managed separately between 2007-2013: • PROGRESS Employment, Social Inclusion and Working Conditions • EURES • MICROFINANCE December 2016 2
General overall objectives The Programme plays a key role in terms of supporting: • EU policies and law to promote evidence-based policy- making, social innovation and social progress in partnership with social partners and civil society organisations • the development of adequate social protection systems and labour market policies by promoting good governance, mutual learning and social innovation • the promotion of geographical mobility and stimulus of employment opportunities by developing an open labour market December 2016 3
EaSI – Progress ( 60% of total financial envelope ) Aims to foster a shared understanding among stakeholders on • problem identification and policy options that respond to real and emerging needs Targeted at developing analytical knowledge in order to ensure • that policy and legislation are based on sound, relevant comparative data and analysis. The programme will contribute to gathering evidence through studies, analysis and EU statistics used to shape policy developments Aims to provide financial support to test social and labour market • policy innovations and to build up the main actors’ capacity to design and implement social policy experimentation December 2016 4
EaSI – EURES ( 18% of total financial envelope ) Promotion of voluntary geographical mobility for workers through • the European job mobility portal Ensuring transparency of job vacancies for potential applicants and • employers Development of EURES services for the recruitment and placing of • workers in quality and sustainable employment Supports targeted mobility schemes such as the Your First EURES • Job which aims to help young people aged 18-35 to find a job/traineeship/apprenticeship in another EU country December 2016 5
EaSI – Microfinance ( 22% of total financial envelope ) The European Investment Bank (EIB) has been entrusted by the European Commission to manage and implement the EaSI Guarantee Financial Instrument, which is specifically dedicated to microfinance and social entrepreneurship finance The EIF offers guarantees and counter-guarantees to financial intermediaries which are selected following an application under a Call for Expression of Interest and a due diligence process. EaSI Microfinance promotes employment and social inclusion by increasing the availability and accessibility to microfinance (up to EUR 25,000) for vulnerable people who wish to start-up a micro enterprise December 2016 6
1. Calls for proposals under PROGRESS and EURES (periodic and based on labour market trends and current social contexts) 2. About 12-13 calls for project proposals each year ranging from social policy innovation, social dialogue, industrial relations, posting of workers and job mobility 3. Co-financing – varies per type of call, generally 80% EU Funds, 20% National funds 4. EU-wide competition December 2016 7
Budgetary aspects & Funding available • Budget for year 2016 was ca. 125 million Euros for the three strands • Budget of published calls to date was ca. 53.5 million Euros • EaSI finances other internal administrative matters within the European Commission such as the analytical work of the Employment Committee (EMCO) and Social Protection Committee (SPC) and expert group conference meetings EaSI also finances and supports research and analytical ground • work on new legislation and policies related to the social and employment fields December 2016 8

Role of the EaSI National Contact Point • Due to its various strands falling under the remit of different Ministries, contact points were appointed on each strand/axis • Calls for proposals are disseminated and necessary follow-up is undertaken with both interested applicants and officers from FPD • Liaison is made with contact points to gather technical input and advice as well as for wider dissemination of calls for proposals • NCP gathers information and updates on the programme either from correspondence by the European Commission or directly from the EaSI website December 2016 10
