Lessons from evaluation show that youth employment programmes work best when they: • Are designed to respond to labour market requirements improves the employment opportunities of participants. Labour market information and control groups are essential for the design, monitoring and evaluation of initiatives. • Target and tailor individual needs and labour market disadvantages have produced better programme results. Generic targeting based on age may fail to reach disadvantaged youth. • Are offered as a comprehensive packages of services that combine various components relating to both labour demand and supply can be more effective than single measures. • Link to work experience (e.g. through in-company training, work placement) increase employment opportunities. • Involve the social partners in the design and implementation enhances the relevance and quality of programmes. 6. A knowledge community on PES for youth Youth Employment Programme

  7. The initiative on Good practices on youth employment was launched in March 2013 with a view to identifying, exchanging and disseminating practices that have proven effective in promoting decent work for and youth. By increasing the visibility of successful youth employment programmes, technical assistance tools can be developed and established at national or regional level in order to strengthen and improve the impact of youth employment programmes. http://youthpractices.org Youth Employment Programme

  8. The Decent Work for Youth platform (DW4Y) is a unique online meeting point to discuss youth employment issues. It gathers young people from diverse backgrounds with a view to strengthening knowledge on decent work issues, as well as supporting young advocates. The users can connect and engage with online debates moderated by young people working on youth employment; share their experiences and ideas of good employment practice; and learn more about Decent Work by asking questions directly to ILO experts. http://decentwork4youth.org Youth Employment Programme
