Strategic Goal of the Programme This programme is funded by the European Union To strengthen relations , raise capacities and share experience among people and organisations from Latvia, Lithuania, and Belarus through implementation of joined actions aimed at increasing the overall quality of life in the border regions. 2

Programme Expectations for Projects This programme is funded by the European Union - In line with Programme objectives and indicators; - Special focus on two-fold improvement in the region:  enhancement of public sector’s skills for providing services;  development of social capital in the region, encouragement of economic activity and employment; - Strengths, opportunities, weaknesses and threats of the Programe territory and cross-border region are taken into account in project development. 15

Programme Expectations for Projects This programme is funded by the European Union - Cross-border character of the project; - Realistic project design and budget; - Financial and operational capacity of partners; - Focus on added value and sustainable results, not costs; - Link between soft activities and investments; - Only small scale infrastructure; - Non-profit type of activities; - Project must be ready for immediate start in case of approval (documents, procedures, institutional resources). 16
