  17. Resource efficiency Resource efficiency means using the Earth's limited resources in a sustainable manner while minimising impacts on the environment. It allows us to create more with less and to deliver greater value with less input. (EC) Europe 2020 Strategy : strategy for a smart, inclusive and sustainable economy. It supports the shift towards sustainable growth via a resource-efficient, low-carbon economy. 7 flagship initiatives, one of them is The resource-efficient Europe flagship initiative . Its key element is the Roadmap to a Resource Efficient Europe COM(2011) 571 final - Transforming the economy - Natural capital and ecosystem services - Key sectors - Governance and monitoring

Policy support to Circular economy The 2050 vision of the 7th Environmental Action Program - European prosperity and healthy environment will stem from an innovative, circular economy where nothing is wasted and where natural resources are managed sustainably. - "there is a need for a framework that gives appropriate signals to producers and consumers to promote resource efficiency and the circular economy„ - "barriers facing recycling activities in the Union internal market should be removed and existing prevention, re-use, recycling, recovery and landfill diversion targets reviewed so as to move towards a lifecycle-driven ‘circular’ economy, with a cascading use of resources and residual waste that is close to zero .„ In 2014 the European Commission will set out new proposals: „ circular economy package ”

REC is partner to the covenant on Circular economy The Covenant on Circular Economy 2022 is promoted by the European Partners for the Environment (EPE) as a powerful open-coordination initiative in a collaborative economy to: • facilitate the Transition towards a ‘ circular economy’ • generate innovation, business opportunities, jobs and skills, • promote international cooperation while addressing how to address a circular economy at territorial level. The Covenant itself would be signed second half of 2015 during the EU Luxemburg Presidency and is open to all public authorities, businesses, smart communities and international organisations.

  39. Business solutions (1) Ecocem, Ireland Produces low carbon cement product through recycling of an industrial by-product called blastfurnace slag. This material is generally shipped from the UK where it would otherwise be disposed as a waste product. Regular cement: approx 1.6 tonnes of clay, shale and limestone are removed from the landscape per tonne.

Business solutions (2) Umicore Precious Metals Refining is the world’s largest recycler of precious metals from electronic scrap, old mobile phones, laptop, or spent catalyst materials and from by-products from other non-ferrous industries The company recovers and sells precious metals (silver, gold, platinum, palladium, rhodium, iridium, ruthenium), special metals (indium, selenium, tellurium), secondary metals (antimony, tin, bismuth) and base metals (lead, copper, nickel).

  41. Business solutions (3) Newlife Paints Ltd (UK) reprocesses waste water-based paint back into a premium grade emulsion. All products in the paint range have a minimum 50% recycled content, made up from waste paint diverted from landfill or incineration. During the process waste paint is collected and sorted in Sussex, then blended, treated, tested and filtered to ensure a high quality standard. Finally the paint is packaged and marketed.
