Health Information Exchange (HIE) State HIT Plan was formally approved by the Office of the National Coordinator for Health Information Technology (ONC) on June 9, 2011. HIE pilot sites are performing data transfers. Fairbanks Memorial Hospital and Tanana Valley Clinic are transferring live data; Tanana Chiefs Conference and Bristol Bay Area Health Corporation are sending file exports manually. HIE production implementation is scheduled for August 2011.
Meaningful Use In order to allow providers to meet Meaningful Use criteria the State must provide at least one method for providers to: ePrescribe Receiving structured lab results Electronically exchanging key clinical information (such as CCD’s) and provide care summaries to patients
E-Prescribing E-prescribing portal is being implemented for Medicaid prior to the implementation of the new MMIS, Alaska Medicaid Health Enterprise. The e-prescribing solution is called CyberAccess. It is a stand-alone portal that will deliver basic core functionality with additional Alaska specific customizations. Primary users of CyberAccess will be providers, fiscal agent personnel, and State personnel. There will be no recipient access. The portal is close to implementation. The near term plan is to roll out to primary care community first.
Structured Lab Results/CCD’s The Health Information Exchange (HIE) will support sharing of structured lab results and CCD’s between enrolled providers natively The HIE will support sharing of structured lab results and CCD’s between non -enrolled providers using the NHIN Direct protocol (secure email) scheduled to be in production in August 2011
State Meaningful Use A clinical meaningful use workgroup has been formed that consists of members from across DHSS including: Public Health, Health Care Services, Senior Disability Services, and Behavioral Health. Workgroup is in the process of defining various state systems being used today to capture data and if these systems should be connect to the HIE. Workgroup is also defining what clinical data the state would like to capture and how this data will be used.
Patient Driven Healthcare In order to improve patient access and encourage patients to drive their own healthcare the state is trying to implement the use of myAlaska and Personal Health Records (PHR). myAlaska is a web service operated by the State that provides single sign-on (user authentication) for multiple state services and a framework for electronic signatures for state forms or transactions. Alaska would like to provide every Alaskan access to a PHR. PHR’s will contain information such as: immunization history, medication lists and health histories.
