EA/waste industry Breakfast briefing Colin Church - Director, Environmental Quality 26 January 2016
Waste crime and poor performance • Link between poor performance and waste crime • Waste crime costs economy >£0.5bn pa • Impacts on: – legitimate businesses – local communities – environment – health • Clear priority for Ministers – £20m allocated in SR
Action • Waste crime consultation proposals – 4 measures implemented, 2 others in train – Regulations for fly-tipping FPN in spring • Call for Evidence response – financial provision to obtain a permit – operator and technical competence • Across all regulatory regimes – EA review of exemptions to Defra in spring – ongoing industry liaison on Duty of Care and EDOC – considering action on Carriers, Brokers and Dealers regime • Waste Crime Action Plan and Waste Enforcement Programme – support many of the actions above • Timetable – need to prioritise – first consultations towards end of year
Regulatory reform • Cutting Red Tape – report and response to be published soon – ~100 responses – considering future actions and what we’re already doing • Our approach – earned recognition – but tough on crooks
Forward look • Emerging risks – abandoned sites including landfill – lack of secondary raw material markets and consequent risks of dumping • Circular Economy proposals – proposals have incorporated many of the UK’s recommendations e.g. voluntary approaches, promotion of jobs and growth, and reduction of burdens on businesses and SMEs – seeking Ministers’ views and examining implications – sceptical over the role of targets in waste legislation • Funding – £20m ring fenced for waste crime over remaining SR period – EA strategic charging review • Longer term possibilities – digital transformation for some customer facing elements
