Disaster Assistance Grant funding for repairs to systems affected by Hurricanes Irma and María: • Drinking water systems • Sewer systems • Solid waste disposal systems • Storm water disposal systems RD will consider replacement on a case-by- case basis applying FEMA guidelines. Grants may be awarded for reimbursements if expenses incurred within two years of landfall. Available funding: $163,475,000.
Disaster Assistance Eligible entities: Public bodies • Non-profit corporations • An eligible facility must serve a rural area (CDP) of no more than 50,000 inhabitants. If the facility also serves an urban area, the grant will be apportioned according to the facility’s proportional service of rural areas. Sources: • Set forth in the Bipartisan Budget Act of 2018. • Further explained in the Federal Register (Vol. 83, No. 177, 12 SEP 18).
Water & Waste Disposal Regular Direct Loans and Grants : • Build, repair, and improve public water systems and waste collection and treatment systems. • Eligible entities include public bodies and nonprofit corporations. • Borrower must have legal authority over facilities. • Eligible rural areas of no more than 10,000 inhabitants. • Current interest rate at 2.500%. • Payment period is a maximum 40 years, with 25 years for municipalities or useful life of facility.
Water & Waste Disposal Loan Guarantees : • Helps private lenders provide affordable financing to borrowers for constructing or improving water, sanitary, and waste disposal systems. • Same eligibility requirements as Direct Loans & Grants. • Borrower must have legal authority over facilities. • Eligible lenders obtain up to a 90% guarantee on loans. • Payback period up to 40 years, with 25 years for municipalities or useful life of facility.
Predevelopment Assistance Solid Waste Management Grants: Provides support in planning and education in the area of recycling and disposal of solid waste from landfills. Predevelopment Planning Grants: Helps pay the costs of the development of a complete application for a proposed project. The amount cannot exceed $30,000 or 75% of the cost of the project.
W&W Technical Assistance Technical Assistance and Training Grants: helps qualified, private nonprofits provide technical assistance and training to identify and evaluate solutions to water and waste problems; helps applicants prepare applications for water and waste disposal loans/grants; and helps associations improve the operation and maintenance of water and waste facilities in eligible rural areas.
Community Facilities: Recycling Eligibility : • Public bodies and nonprofit corporations • Less than 20,000 inhabitants Direct Loan & Grant : • Current interest at 4.250%, up to 40 years • Grant ranges between 15% and 75% of cost Loan Guarantee : • up to 90% of loan • one-time guarantee fee • repayment term up to 40 years
CF Technical Assistance Technical Assistance and Training Grants: • Assist communities in identifying and planning for community facility needs; • Identify resources to finance community facility needs from public and private sources; • Prepare reports and surveys necessary to request financial assistance to develop community facilities; • And prepare applications for Agency financial assistance.
